The Role
The Divisional Manager Regulation, Planning, and Water Resources Strategy is responsible for delivering expert economic and regulatory services, corporate planning, and water security strategies and policies. This role also plays a central part in engaging with key regulators and stakeholders to support Yarra Valley Water's overall purpose and strategic objectives.
This position leads essential business functions, including the development of five-yearly price submissions and urban water strategies. It also plays a pivotal role in shaping, implementing, and monitoring joint strategies and policies across the water sector.

Your key responsibilities
- Develop Price Submissions that are fully owned by customers, communities, stakeholders and the business that provide sufficient benchmark funds to deliver against strategic and operational challenges and opportunities while balancing price and value for current and future customers.
- Lead enterprise-wide annual corporate planning, oversee regulatory compliance reporting and responses and lead piece submission monitoring, reporting and advice to support successful delivery over the price period.
- Maintain a thorough and current understanding of our customers and what they want and expect from us.
- Work in close collaboration with water sector colleagues to support long-term water security planning and delivery.
- Deliver customer usage modelling, forecasting and data to inform planning and support behaviour change and water conservation initiatives.
- Build and maintain strong relationships with regulators and key stakeholders to shape policy aligned with Yarra Valley Water's strategy and contribute to broader sector outcomes.
- Establish and maintain a role as a trusted and reliable expert advisor to the business, Executive and Board on specialist regulatory and policy matters.
- Lead and develop a high-performing team of regulatory and water resource experts.
What we're looking for
- Tertiary qualifications in Economics, Commerce and/or related field - mandatory
- Proven experience delivering pricing submissions within the water industry - prior completion of at least one pricing submission is essential.
- Strong background in regulatory economics, corporate planning, and water resource strategy and policy within a utility or similar environment.
- Strong customer and community orientation and ability to put customers at the centre.
- Demonstrated ability to engage effectively with the Managing Director, Board, and Executive team offering high-level advice and analysis.
- Strategic thinker with the ability to operate at both a high-level and in detail, particularly in leading regulatory initiatives.
- Exceptional written and verbal communication skills, with a proven ability to build and maintain relationships with key stakeholders.
- Experience leading, developing, and motivating high-performing teams.
- Strong environmental scanning skills, with the ability to identify, anticipate, and communicate emerging opportunities and risks impacting Yarra Valley Water's strategic objectives.
