About the Role
This executive-level position plays a critical leadership role in the delivery of one of the state’s most ambitious long-term estate renewal initiatives. With an estimated lifecycle of 15–20 years and a project value of $3–5 billion, the role involves leading early-stage master planning through to delivery, with a focus on creating socially inclusive and sustainable housing communities. The position offers a rare opportunity to steer a multi-billion-dollar urban renewal project with support from both government and industry leaders, while influencing the future of housing in New South Wales.

  • Project Director – $1,500 - $2,000/day + super
  • Location: Hybrid (Parramatta-based)
  • Start Date: ASAP - No later than the end of July 2025
  • Duration: 12 months with a strong possibility of extension
  • Scope: $3-5 billion large-scale housing renewal project portfolio

Key Responsibilities

  • Lead a high-value, long-term estate renewal initiative through all stages, including early planning, SSDA submissions, and phased delivery
  • Oversee a dedicated project team of 12 internal staff and external contractors, spanning technical, financial, stakeholder, and operational functions
  • Manage complex master planning, subdivision, and rezoning of high-value, high-profile development sites
  • Direct delivery in alignment with Master Development Agreements, Project Delivery Agreements, Planning Agreements, and Agreements for Lease
  • Serve as a key member of the Project Control Group, ensuring governance, accountability, and strategic direction
  • Provide executive oversight across risk management, milestone reporting, and assurance frameworks
  • Collaborate across multiple NSW government entities, with responsibility for inter-agency coordination and reporting
  • Report directly to the Senior Director and contribute to key decisions on housing portfolio direction and development strategy
  • Guide stakeholder engagement strategies, including tenant relocation planning, placemaking initiatives, and sustainability outcomes
  • Deliver high-quality advice, briefing papers, and submissions to senior stakeholders including the Homes NSW CEO, Executive Director Portfolio Development, Ministers, and Cabinet
  • Cultivate and manage partnerships with public and private sector organisations to unlock value and accelerate project objectives
  • Contribute to the broader transformation goals of the housing portfolio through thought leadership, innovation, and project scalability
  • Undertake additional project deliverables as required to support the organisation’s strategic priorities

About You

  • 15+ years’ experience leading large-scale residential or urban renewal developments
  • Proven success in government programs or Tier 1 private sector developments
  • Deep knowledge of statutory planning, development risk, and government frameworks
  • Tertiary qualifications in property, urban planning, architecture, or related discipline
  • Prior involvement in social and affordable housing initiatives is highly desirable
  • Strong leadership and communication skills, able to manage cross-functional teams and stakeholder groups
  • Experience managing funding models, financial controls, and high-level reporting mechanisms
  • Able to start by late July 2025; senior professionals with notice periods encouraged to apply
