Are you an experienced professional with a keen eye for detail and a passion for leadership? Mackay Regional Council is seeking a Senior Officer Rates and Services to oversee council's rating and property database, ensure timely production of related notices and provide guidance to our Rates and Services Officers.
About this opportunity:
Working under general direction, this role plays a pivotal role in maintaining accurate records, coordinating billing processes, and ensuring compliance with council regulations.
This role must have the ability to confidently understand and apply knowledge of Council's financial policies and rating structures, Local Government statutory regulations, established guidelines, procedures, methods and practices pertaining to property rates and charges.
Key responsibilities will include, but not be limited to:
- Allocate, coordinate and monitor the workload of the Rates and Services Officers and associated staff to ensure that appropriate functions are performed as required
- Manage system module configuration, testing, and updates in collaboration with vendors
- Train and support employees in rating processes and system usage.
- Participate in key rating processes, including the half yearly rates and water billing generation, coordination of supplementary rate processes, annual external audit and submission of annual returns to Statement Government departments.
- Maintain and update council's pensioner database, investigating and resolving concession disputes and assisting the annual concession verification and audit processes in consultation with relevant government departments.
- Investigate requests for information and disputes relating to rating, utility charge and water billing and provide professional, informative and well-articulated responses.
- Ensure the accuracy and integrity of the rating and property database.
- Provide high level advice and training on rates and services billing procedures.
Essential Qualifications, Experience & Skills:
- C Class Drivers Licence
- Certificate in Business Administration, Finance or related field will be highly regarded
- Proven leadership experience in a similar role
- Strong technical skills, including system configuration and training capabilities
- Knowledge of rating and billing processes, audits, and government reporting requirements
- Effective communication and problem-solving skills for handling complex enquiries
- A detail-oriented approach with expertise in maintaining database accuracy
- The ability to work collaboratively, mentor and develop team members, and refine operational procedures.
