Murujuga Aboriginal Coprporation (MAC) is the incorporated body representing Ngarluma, Yindjibarndi, Mardudhunera, Yaburara and Wong-Goo-Tt-Oo peoples, as Traditional Owners and Custodians of Murujuga.
A place of outstanding natural beauty, Murujuga Cultural Landscape is nominated for World Heritage Listing for its more than one millions petroglyphs, dating back over 50,000 years, its cultural traditions spanning the same period, and as an outstanding example of human interaction with the environment through periods of significant climatic change.
The Role
The Business Development Unit Manager leads the Employment Services Provider (ESP) program under the Burrup and Maitland Industrial Estates Agreement (BMIEA), driving employment, enterprise, and training outcomes for Murujuga Aboriginal Corporation (MAC) members. This role also oversees MAC’s Business Development Unit (BDU), which support MAC members and businesses through a holistic suite of employment, training, and enterprise development services. The role has a strong external focus, including engagement with industry partners, government agencies, and Murujuga community stakeholders.
Key Responsibilities
ESP Program Management
Lead the planning, delivery, and evaluation of the ESP program under BMIEA.
Ensure program activities support Available Persons and Aboriginal Contractors with employment pathways, enterprise development, and skills training.
Identify opportunities within and beyond Proponents’ Industrial Projects to maximise member participation in the workforce.
Represent MAC in engagement with the State and Proponents regarding ESP performance, strategy, and outcomes.
Business Development & Member Services (BDU) Oversight
Oversee a range of services to support Murujuga Members and member businesses, including:
Business support and referrals.
Business set up and management assistance.
Employment support services.
Coordination of training and education opportunities.
Establishment and maintenance of the Member Business Register.
Manage relationships with industry partners, ensuring regular engagement and alignment with member needs.
Support members with business development strategies, including guidance on capacity-building and funding access.
Coordinate recruitment support and job-readiness activities (e.g. resume writing, interview preparation, job search strategies)
Community & Industry Engagement
Maintain active relationships with local businesses, educational institutions, government agencies, and community groups.
Advocate for employment and enterprise initiatives that reflect Murujuga values and community priorities.
Promote culturally appropriate community programs (e.g. youth recreation, oral history, cultural exploration)
Team Leadership & Operations
Supervise and support the BDU team including Field Officers and other program staff.
Lead, mentor and manage staff, including providing direction, performance feedback, and professional development support.
Monitor and report on program impact, community outcomes, and funding deliverables.
Manage program budgets, contracts, and reporting to stakeholders including the State and MAC leadership.
Selection Criteria
Essential
A qualification in business, community development, or a related field.
Demonstrated leadership experience in Indigenous employment, workforce development, or enterprise support programs.
Proven ability to engage respectfully and effectively with Aboriginal communities.
Strong project management, stakeholder engagement, and strategic planning capabilities.
Strong proficiency with Microsoft Office and program databases.
Desirable
Experience working with Indigenous Land Use or Benefit Sharing Agreements.
Familiarity with the BMIEA or similar employment obligations frameworks.
Previous recruitment or enterprise development experience.
Experience supporting small businesses or social enterprises.
Experience managing grants or government-funded programs.
