As part of the People, Culture and Sustainability Directorate, the Recruitment, Development and Retention Unit leads the workforce strategy for SES staff and volunteers, aiming to attract, develop, and retain skilled and committed talent. The Opportunity
We are proud to be partnering with the State Emergency Service to recruit a Workforce Strategy Lead in a newly created, permanent role.
This is a greenfield opportunity to help shape SES’s future volunteer workforce strategy. You will work directly with the Executive Manager and two supporting team members to design and deliver contemporary attraction, development and retention programs for Queensland’s dedicated volunteers.
This role suits someone with strong experience in organisational development and culture who enjoys working in ambiguity, building programs from the ground up, and applying a fresh perspective.

Required Experience

You don’t need to come from a traditional recruitment or HR business partner background—instead, we’re looking for someone who can design and deliver practical initiatives that make a lasting impact.
To succeed in this role, you’ll bring:
- Experience in workforce strategy, organisational development, or culture programs;
- Proven ability to lead complex projects and drive change in evolving environments;
- Knowledge of volunteer organisations, or the agility to learn quickly;
- Strong stakeholder engagement, communication and influencing skills; and
- A creative, proactive mindset with the ability to trial, test, and pivot
