Project Development & Controls Manager

Amentum is seeking a highly capable Project Development & Controls Manager to lead a multidisciplinary team supporting the planning, development, and control of complex infrastructure projects in Alice Springs.

You will collaborate with senior stakeholders across Engineering, Projects & Construction, Business Operations, and other departments to deliver effective and compliant turnkey solutions across construction, operations, and asset management. Your Role

As the PDC Manager, you will:

Drive the full proposal lifecycle — from RFP analysis, risk mitigation, and solution development to bid strategy and handover.

Lead and mentor project controls staff to manage cost-loaded schedules, EACs, and performance metrics.

Oversee the creation of execution packages and seamless transition to project delivery teams.

Manage vendor/subcontractor coordination with GSCM to ensure cost-effective and compliant procurement outcomes.

Develop and maintain robust documentation, tracking, and reporting systems across proposals and projects.

Foster strong internal and external relationships, always upholding safety, quality, and compliance.

What You Bring

Strong leadership experience in project or proposal management within engineering, construction, or infrastructure sectors.

Demonstrated ability to deliver and bid projects with cost, schedule, and risk controls in place.

High proficiency in developing SOWs and managing project controls including EACs and cost-loaded schedules.

Excellent stakeholder engagement and negotiation skills.

Proficiency with Microsoft Project, SharePoint, and the Microsoft Office Suite.

Qualifications

Relevant tertiary qualifications (or equivalent experience) in Business, Project Management, or related fields.

Postgraduate qualifications highly regarded.

Clearance Requirements
Due to the nature of this role, you must be eligible to obtain and maintain an NV1 (Negative Vetting Level 1) Defence Security Clearance or equivalent.
