Contracts Officer

Mackay Regional Council is committed to delivering exceptional services to our community. We are seeking a highly skilled and experienced Contracts Officer to join our Procurement team. This role is crucial in ensuring the operational success of our tendering and contract management functions.

The role will assist in tendering and contract management functions, providing advice to clients in appropriate tendering documentation and process, ensuring appropriate risk management strategies are in place, reporting to Council as required, and ensuring compliance with Mackay Regional Council's Procurement Policy, legislative requirements, and Tender and Contracts Manual.

Key Responsibilities:

  • Solve routine problems and deal with delays, which may adversely expose Council to considerable risk.
  • Provide advice to stakeholders on tender/contract-related issues, as well as contract management and administration.
  • Manage the tender and evaluation process.
  • Identify and negotiate contractual statement of departures with contractors, ensuring risk levels to council are at an acceptable level.
  • Assist in the tender price negotiation process to ensure council is receiving a value-for-money outcome.
  • Provide draft tender recommendations to council on behalf of Internal Customers.
  • Provide training and assistance to users on council's Contract Management Software.
  • Assist in the training of Council's staff to ensure staff have adequate knowledge of council's procurement and contracts policies and procedures.
  • Input and maintain data in council's Contracts Management System.
  • Other responsibilities as directed by your immediate supervisor within the scope of this position.

Qualifications and Experience:

  • Essential: Certificate III in Business. Practical experience in a similar position with a sound understanding of the tendering process.
  • Desirable: Qualifications in Legal, Contractual, and/or related field. Experience in Local Government and/or Construction Industry Procurement. Experience in Contract Administration. Experience in the use of computerized finance and purchasing systems (e.g., Finance One, SAP).

Skills and Knowledge:

  • Essential: Well-developed skills in contract negotiation and consultation. Well-developed skills in the use of Microsoft Office Programs including Word and Excel. Well-developed organizational and time management skills. Well-developed verbal and written interpersonal and communication skills, including report writing. Ability to work effectively and productively within a team or independently.
  • Commitment to Workplace Health and Safety (WH&S) obligations and responsibilities.
  • Desirable: Sound negotiation and consultation skills. Understanding of contract management systems. Working knowledge of tender processes and contract documentation. Knowledge of contract law and risk management. Knowledge of contract administration. Working knowledge of Local Government Purchasing Policies and Procedure Manuals.

Special Requirements:

Some out-of-hours work, and domestic travel may be required.
