The Aboriginal Health Council of South Australia Limited (AHCSA) is the peak body representing Aboriginal community-controlled health and substance misuse services in South Australia at state and national levels.
Our primary role is to be the ‘health voice’ for all Aboriginal people in South Australia. We achieve this by advocating for the community and supporting workers through our Member Services with appropriate Aboriginal health programs based on a holistic perspective of health.
Broad Purpose of Role
The Manager, Workforce Development is responsible for leading the planning and delivery of workforce strategies, programs and initiatives to strengthen the ACCH sector’s capacity and capability in supporting Aboriginal communities. This includes building the ACCH sector workforce through attraction, recruitment, retention and organisational development strategies, including a focus on increasing the proportion of Aboriginal people working within the sector.
The position promotes awareness of Aboriginal health careers, fosters a culturally safe and supportive workplace for Aboriginal and Torres Strait Islander employees, and advocates for the inclusion of Aboriginal perspectives and practices in organisational policies and procedures. Additionally, the role focuses on strengthening the AHCSA workforce to ensure the organisation is well-equipped to meet the needs of Member Services.
The Manager also oversees AHCSA’s involvement in funded workforce programs, such as the Elder Care Support Program and First Nations Health Worker Traineeship Program. This includes managing program coordination, engaging with Member Services, and ensuring programs are delivered in compliance with program and funding requirements.
The position is also responsible for building and maintaining strong relationships and collaborating with Member Services, community organisations, educational institutions, and external partners to drive workforce development initiatives.
The Manager, Workforce Development reports to and is accountable to the Deputy CEO / General Manager, Sector Development. The position works collaboratively with the Human Resources Team on strategic workforce issues, and with all staff across AHCSA and Member Services to provide information and guidance on ACCH sector workforce matters. It also engages and manages relationships with a range of external stakeholders.
The position works under limited direction and has management responsibility for the planning and delivery of workforce strategies, programs and initiatives, in line with agreed AHCSA frameworks, policies, procedures, funding and other requirements.
Key Responsibilities
ACCH Sector Workforce Strategy: Leading engagement with Member Services to develop ACCH sector employment and workforce development strategies and initiatives
Workforce Recruitment and Development Strategies: Leading initiatives to attract and support individuals, particularly Aboriginal people, into the ACCH sector through career promotion and education, training and development strategies and consideration of innovative workforce models
Stakeholder Engagement and Partnership Building: Facilitating information sharing and opportunities for key stakeholders to work together to strengthen the ACCH sector workforce
Leadership, Advocacy and Policy: Providing best practice leadership, advice and advocacy to support the development of the ACCH sector workforce
AHCSA Workforce Recruitment, Development and Support: Leading the delivery of supports to develop the AHCSA workforce to ensure the organisation has a strong and capable workforce that can support and build the capacity of the broader ACCH sector
Funded Workforce Programs: Providing management oversight for AHCSA’s participation in funded workforce programs, in line with program and funding requirements
Monitoring and Evaluation: Leveraging data analysis, feedback, and collaboration with Member Services to monitor trends, evaluate success, and report insights to stakeholders
Team Leadership: Fostering a productive and supportive environment and providing leadership for Workforce Development Team members
Essential Experience
Experience in leading culturally responsive workforce development initiatives within the Aboriginal community-controlled health sector, demonstrating a thorough understanding of their governance, cultural context, and specific health needs.
Experience in stakeholder engagement within the Aboriginal community-controlled health sector to identify training and support needs for the workforce.
Experience in strategic planning and analysis for workforce development.
Experience in monitoring and evaluating the success of workforce development strategies.
Desirable Experience
Experience in health promotion or health service delivery programs.
Degree or Diploma in Human Resources, Business, Social Sciences, Primary Care, Public Health, Aboriginal Health, Community Development, Social Work or related field.

Requires the ability to travel intra-state and interstate, including overnight absences.
