The Rail Infrastructure Delivery Office (RIDO) leads the delivery of a growing major rail program and oversees a state-wide series of significant rail projects to fulfill the Queensland government's priorities. RIDO ensures that Transport and Main Roads (TMR) rail project delivery teams collaborate effectively with each other, Queensland Rail, and industry partners to provide a consistent customer experience that meets evolving expectations in a timely manner. Additionally, RIDO focuses on developing TMR's rail-specific capabilities for the future workforce, ensuring alignment with existing TMR rail branches—Strategic Rail and Passenger Rollingstock and Signalling—to support the rail program outlined in SEQ Rail Connect. RIDO is currently responsible for significant rail projects including the Logan and Gold Coast Faster Rail Project ($5.75 billion), the Beerburrum to Nambour Rail Upgrade Project ($1.004 billion) and the New Albion Station project. These projects are key infrastructure investments in preparation for the Brisbane 2023 Olympic and Paralympic Games. Both the Australian and Queensland governments have committed substantial investments toward these projects. Furthermore, several additional rail projects are under consideration for future development to benefit the Queensland community.
This role provides high-level risk management advice to Project Directors, Project Managers, and the RIDO leadership team to support the successful delivery of major rail infrastructure projects. It ensures risk management is integrated into strategic planning, project assessments, reporting, governance, and decision-making. Additionally, the role oversees insurance coverage for RIDO projects, ensuring compliance with regulatory, contractual, and risk management requirements.
Your responsibilities will include:
- Develop and implement a structured risk, insurance, and probity framework for RIDO, ensuring strategic oversight, governance alignment, and consistency across all projects.
- Implement effective risk management processes for major rail infrastructure projects in line with TMR's risk framework, ensuring compliance with risk and assurance methodologies, accounting policies, and information security standards.
- Collaborate with project leads and teams to conduct comprehensive risk assessments, identifying potential risks to achieving Sponsor Requirements, project benefits, and strategic, financial, and operational objectives, while proactively scanning for emerging risks and issues.
- Utilise quantitative and qualitative methods to evaluate risk factors and develop risk profiles demonstrating the ability to apply analytical and problem-solving skills with the ability to identify and manage risk, assurance and probity issues appropriately.
- Regularly monitor and assess the effectiveness of implemented risk controls and recommend adjustments as necessary.
- Lead the development and preparation of comprehensive project risk reports, driving the reporting process and ensuring clear presentation of findings and recommendations to Project Directors, Project Managers, the Rail Infrastructure Delivery Office (RIDO) leadership team, and other stakeholders.
