Osborne Richardson is delighted to be working with a fantastic council in Western Melbourne to bring you a unique Litter Prevention Officer opportunity.
This is a contract until end of January 2026 initially, with extension opportunites available.
The main purpose of this position is to provide a responsive building site management service through the effective and efficient
administration, education and enforcement of community litter prevention compliance with relevant legislation and Local Laws.
Key responsibilites in this role include:
- Providing guidance, advice and assistance to residents, ratepayers, developers, builders and visitors in relation to compliance matters.
- Conducting prompt response and timely investigation into complaints received including appropriate customer feedback.
- Actively patrolling the municipal district as rostered or required to ensure compliance with the legislation, issuing notices and infringement notices where necessary.
- Conducting inspections and audits of developments and building sites and other tasks relating to the Act and Council’s Building Site Amenity Program.
- Providing information and advice to customers regarding all aspects of the Local Laws and relevant Government legislation relating to this role.
You should be able to demonstrate the following key skills, knowledge and experience:
- Comprehensive knowledge of legislation and the General Local Law relating to Amenity Protection. For example, Road Safety Act, Road Safety Road Rules, Summary Offences Act, Infringements Act, Local Government Act, and Environment Protection Act.
- Competent in computer and electronic infringement issuing devices.
- In-depth understanding of factual investigation, surveillance, investigative report writing, interview techniques, taking of statements and brief preparation.
- High level of oral and written communication skills when communicating with internal staff, customers and representing in a Court setting.
- A Certificate IV in Statutory Compliance (Government) or similar qualification in Government or Civil Investigations with relevant experience or substantial experience working in law enforcement environment and/or environmental protection.
