Key Responsibilities and Functions:
Workforce Planning
• In collaboration with the Manager People and Culture, participate in workforce planning and succession planning activities.
Attraction
• Assist with all aspects of the creation of attraction strategies associated with sourcing talent in line with organisational policy.
• Provide advice to managers regarding strategies that will ensure the attraction of high quality applicants.
• Strengthen the position of Council in the employment market.
• Implement a range of sourcing and attraction initiatives including the proactive identification and approach of potential candidates using seek, LinkedIn, Indeed or industry forums and continuously build networks into target talent markets.
• Devise initiatives that support diversity and inclusion across the workforce.
Recruitment and Selection
• Assist with all aspects of the creation and implementation of recruitment and selection activities in line with organisational policy.
• Review and maintain a suite of recruitment resources, particularly interview guides that align with the competency framework.
• Develop resources and provide education to upskill managers in the area of recruitment and selection.
• Participate in interviews when required, particularly for the purpose of building manager capability.
• Provides management with efficiencies pertaining to recruitment and selection processes, including through the enablement of technology.
Contracting and Onboarding
• Support Moira Shire Council leaders to make offers to successful candidates, including the creation and distribution of contracts of employment and associated onboarding paperwork.
• Maintain a suite of best practice contracts and onboarding documents used to engage new employees.
• Collaborate with other members of the People & Culture team to onboard new employees, ensuring they are set up for success when they commence in their role.
Traineeships, Apprenticeships and Work Experience
• Collaborate with organisaitonal leaders to facilitate traineeships, apprenticeships and work experience placements to promote careers at Council and assist with attraction and retention of the workforce
• Liaise with external stakeholders to ensure placements are administered appropriately and in line with relevant legislation and guidelines.
Labour Hire
• Work with labour hire companies to ensure that we are meeting our requirements under the contract and they are complying with their obligations.
• Liaise with appropriate temporary labour hire staff companies to maintain organizational staffing requirements.
Change Agent
• Identifies opportunities for ‘best practice’ ways of working, system or process changes that contributes to the effective operation of Council.
• Foster a commitment to continuous improvement to review internal policies, systems, processes and procedures, with a view to improving operational efficiencies.
• Support leaders and employees through a humanistic approach to change.
This role is being offered as flexible in; capacity (full time or part time), experience (2+ years relevant experience or limited direct experience), and remuneration level (Band 5 or 6 depending on qualifications and experience).
We want to see the person who fills this role succeed in their day-to-day tasks, and also continue to succeed following the completion of this contract term.
