Key Responsibilities and Functions

Training, Learning and Development – General

  • In consultation with the leadership team, develop and maintain competency framework, to ensure all employees understand what is expected of them while working for Council.
  • Plan, implement, deliver, coordinate and lead training and development programs.
  • Design, deliver and evaluate training courses for employees from beginners to advanced.
  • Develop and implement the annual Learning and Development Calendar.
  • Implement, coordinate, continuously improve and facilitate the orientation program.
  • In consultation with organisational leaders provide advice to employees on professional development, career development and learning opportunities.
  • Develop, deliver and co-facilitate learning workshops and programs as required, including both face to face and e-learning tools and programs.
  • Tailor training for group workshops to meet specific learning needs.
  • Investigate, implement and manage accredited training opportunities/programs to suit staff and organisational needs.
  • Research and source new trends and alternate approaches to learning and development, including networking within the industry.
  • Lead the training needs analysis and the development of training and organisational development plans.
  • In consultation with subject matter experts ensure the regular delivery of legislatively mandated training (e.g. Bullying and Harassment, Equal Opportunity, Privacy, Diversity, Risk Management etc.).
  • Coordinate and administer the online learning management system, to deliver a range of compliance and standard proprietary product training.
  • Seek funding opportunities, when available for training and development.
  • Oversee and coordinate the development and implementation of Council’s corporate training program and budget.
  • Liaise with subject matter experts and project teams to ensure appropriate training is offered to ensure the successful implementation of new systems and process
  • Assist subject matter experts to create learning resources such as course manuals, process mapping, help-sheets, how-to guides and the knowledge data base using a variety of media, that support the learnings from training.

HR Systems and Reporting

  • Participate in the development, implementation and maintenance of systems, including maintaining the training and development component of the HR Information System, Learning Management System (LMS) and the training calendar.
  • Gather, correlate, and interpret data, and produce reports, when required.
  • Maintain files, records and registers in accordance with prescribed legislation, standards and guidelines and conduct the necessary audits for compliance.
  • Reporting on key training indicators and budget.

Health and Wellbeing Program

  • Coordinate and administer Council’s Health and Wellbeing program.

Change Agent

  • Identifies opportunities for ‘best practice’ ways of working, system or process changes that contributes to the effective operation of Council.
  • Foster a commitment to continuous improvement to review internal policies, systems, processes and procedures, with a view to improving operational efficiencies.
  • Support leaders and employees through a humanistic approach to change.

This role is being offered as flexible in; capacity (full time or part time), experience (2+ years relevant experience or limited direct experience), and remuneration level (Band 5 or 6 depending on qualifications and experience).

We want to see the person who fills this role succeed in their day-to-day tasks, and also continue to succeed following the completion of this contract term.

Essential qualifications and experience
  • Certificate IV in Training & Assessment (or equivalent), or willing to work towards same.
  • Experience in a range of training and development activities and/or group facilitation.
  • Excellent customer service and communication skills.
  • Proven problem solving and negotiation skills at all levels within an organisation.
  • Up to date knowledge of common IT applications and systems including Microsoft Windows, Microsoft Office.
  • A current Drivers Licence.
  • A current satisfactory Police Check.

Desirable qualifications and experience

  • Understanding of local government
  • Experience administering online Learning Management Systems (LMS)
