Our Federal Government client has a requirement for APS5/6 equivalent labour-hire Procurement Officer to work within one of their high-level divisions. This role will be performed under a labour-hire contract arrangement, with an initial 12-month contract, followed by an option for a further 12-month extension.
The task will include (but not limited to):
· Monitoring and managing procurement activities including providing advice and support for labour-hire procurement.
· Assist in the preparation of procurement approval documentation including Approvals to Approach the Market, Evaluation Outcomes, Approvals to commit funds and enter into Arrangements.
· Strong knowledge in administering tender documentation through Aus Tender.
· Corporate document management and filing.
· Mailbox management.
· Responsible for managing a range of contracts, maintaining relationships with suppliers and customers.
· Monitoring contracts and managing extension or renewal of contracts and contract close-out.
· Creating and managing supplier contracts and purchase orders within SAP ensuring compliance with finance policy.
· Maintaining contractor access to time sheeting portal and end of month processing.
· Manage work in databases and ensure timely and accurate records are held in said databases.
· Problem-solving contract-related issues.
· Administer contracts, outline agreements and purchase orders in SAP.
· Provide policy advice in relation to compliance with relevant Australian Government legislation, rules and policies relating to contract management and procurement activities.
· Preparation and ongoing management of Government contracts.
· Invoice management. All tasks are to be performed with minimal direction and will require a high level of initiative to achieve the required outcomes.
· Other duties as required.
Capabilities Skills and Experience
· Four years' experience working within Government Procurement.
· Thorough understanding of the PGPA Act for complex procurements.
· Contract management experience, with knowledge of CCS.
· Experience providing oversight of public sector procurement activities.
· Ability to undertake analysis of suppliers, markets, products and service categories to inform procurement planning.
· Assist in the administration of tender evaluation reports for consideration and approval.
· Ability to assist in the oversight of contracts administration activities and monitoring of contract management plans.
· Experience using SAP or similar related financial systems.
