The Department of Justice and Community Safety is seeking an Assistant Manager, Multi Agency Panel Secretariat to provide a critical role within the Offender Services Division.
About the Business Unit
Corrections Victoria operates Victoria's adult corrections system, and manages 11 public prisons, one transition centre, and oversees three privately operated prisons. It ensures prisoners are safely and securely contained and aims to rehabilitate offenders by addressing the underlying causes of offending behaviour.
The Offender Services Division of Corrections Victoria is responsible for providing best practice interventions which aim to reduce the risk of reoffending including quality assurance systems for risk assessment and case management, offending behaviour programs, and transition and reintegration supports. The Offender Services Division has responsibility for the post-sentence supervision scheme and is also responsible for the Multi Agency Panel established under the Serious Offenders Act 2018 (SOA).
The Post Sentence Branch, within the Offender Services Division of Corrections Victoria, provides central oversight and governance of the post sentence scheme and offenders subject to post sentence orders. The SOA sets out a civil, non-punitive scheme that provides for the ongoing supervision or detention of serious sex and/or serious violent offenders who have completed their sentence and pose an unacceptable risk of committing further relevant offences. Corrections Victoria's end-to-end management and delivery of services to serious offenders on post-sentence orders occurs through a multi-faceted governance and operating model.
The Multi Agency Panel is comprised of executive level members from the Department of Justice and Community Safety, Department of Health, Department of Families Fairness and Housing, and Victoria Police who are responsible for agreeing on overarching services to be provided to manage individual risk and needs. The Multi Agency Panel also operates as a forum for escalation and joint resolution of complex service and systemic issues.
About the Role
The Multi Agency Panel Secretariat supports the effective and efficient operation of the Multi Agency Panel, and acts as a central point for information sharing and interdepartmental liaison. It is also responsible for the development of Coordinated Services Plans on behalf of the department and the resolution of service gaps and escalations. Reporting to the Manager, Multi Agency Panel Secretariat, the Assistant Manager will have high-level stakeholder management skills and be responsible for working with key internal and external stakeholders to support the Multi Agency Panel operations. The role requires highly developed written skills as well as the ability to manage service gaps and blockages for offenders and any escalations. This position is a leadership role with people management responsibilities.
Please note in this role you will be exposed to sensitive and explicit material relating to serious sex and serious violent offending on a regular basis.
Some of your duties will include:
- Manage the development and periodic update of coordinated service plans for individuals with complex needs articulating services to be provided for submission to the Panel in accordance with established standards and requirements
- Establish effective working relationships with internal and external stakeholders to facilitate timely sharing of information relevant to the management and provision of services to offenders under the scheme, and the development, monitoring and review of services.
- Ensure that coordinated service plans are revised in response to changes in the conditions of an order or the individual's service needs, and that outstanding service needs are escalated to the panel for consideration and decision in a timely manner.

About you
To be successful in this role, you will have:
- Proven ability to work within a highly complex service delivery area, preferably in relation to individuals with multiple and complex needs and/or within a legislative framework.
- Demonstrated capacity to understand and apply legislation, procedures, guidelines and policies to decision making.
- Significant experience in the forensic health service sector, the criminal justice sector, or other relevant field, with clients who have multiple and complex needs.
Qualifications
- Relevant qualification or equivalent experience working in a Correctional or Forensic Health or Disability Service environment and/or within a legislative framework is desirable, but not mandatory.
