The Role
Reporting to the People and Culture Manager, the Learning and Development Officer will form part of our overall human resource team tasked with developing and implementing a professional competency framework across Yilabara. This role will work closely with operations positioning employees to meet their minimum professional qualifications requirements as guided by Commonwealth employment, training and community contracts.
The position involves supporting the professional growth of staff, working closely with external training providers to create effective development pathways, coordinating training schedules, and providing supervision and support to employees undertaking training.
The role works closely with Yilabara senior leadership team to design responsive training programs, enabling a professional learning environment and building the overall professional capability of Yilabara service offerings. Responsibilities include:
Supporting a strong organisational culture built on trust, respect and collaboration, informed by Aboriginal cultural practices.
Developing a professional competency framework to be introduced across Yilabara operations.
Provide advice and report on the effectiveness of training programs, including the conduct of evaluations and observations as required
Coordinate the development, implementation and maintenance of Yilabara’s annual training schedule, including online platforms and mandatory compliance and accreditation programs.
Partner with the senior leadership team to deliver on professional development in line with industry standards and tender commitments.
Design, develop and delivery engaging training programs and resources, aligned to adult learning principles and organisational priorities.
Support succession planning and professional development through the development of skills matrixes, training plans, and study leave/education assistance programs.
Assist in designing leadership development pathways and programs that prepare staff for supervisory or management roles.
Monitor and evaluate training effectiveness, prepare reports and provide advice to leadership on outcomes and improvements.
Stay informed of best practice in learning and development and ensure the organisations programs remain contemporary and competitive
Coordinate work experience placement, study and professional development leave programs and staff induction activities.
Support staff to undertaking external training and qualifications by monitoring progress, providing guidance and ensuring they have the resources needed to complete their studies.
Deliver training modules and presentations that build the capability, knowledge and skills of all staff.
Support the Corporate Services team in the development of training in response to changes to policies and procedures, maintain a strong working knowledge of internal system requirements and contribute to the development and review of business processes and service improvements.
Essential Criteria
Minimum Certificate IV in Human Resource Management and/or Training and Assessment
Previous experience in the delivery of training, assessment and mentoring
Experience in the development of workshop-based end-user training materials and documentation
Demonstrated experience coordinating student placements or workplace learning programs.
Demonstrated experience in developing and evaluating training programs
Strong knowledge of VET, TAFE, and tertiary education systems in Australia, including placement requirements and compliance obligations.
Knowledge and awareness of the cultural practices, values and issues that affect Aboriginal people today.
Demonstrated ability to contribute to strategic organisational development initiatives including but not limited to employee engagement
Possess excellent customer service skills
Demonstrated high level verbal and written communication skills, and a strong customer service approach.
Demonstrated organisational and problem-solving skills, and the ability to meet deadlines with competing priorities
High proficiency in Microsoft Office applications particularly Word and PowerPoint.
Valid NSW Working With Children Check for paid employment (WWCC) and willingness to complete a National Police Check
Driver Licence (minimum Class C, P2).
Unrestricted work rights in Australia.
Desirable Qualifications
Tertiary level qualifications in education, training and development or Human Resource Management or similar discipline
