About the Role
This role offers an exciting opportunity to lead best practice procurement initiatives and provide expert advice across Shoalhaven City Council. As the Procurement Business Partner, you will play a key role in driving strategic sourcing, ensuring compliance with legislation and partnering with stakeholders to deliver innovative and effective procurement solutions.
Reporting directly to the Procurement Manager, the main duties of this role include:
- Prepare procurement plans, evaluation plans, pre-tender briefings, requests for tenders, contract documentation, evaluation reports, council reports and other documentation required to support the complete procurement process.
- Managing tendering, formal quotation and EOI's lifecycle and guiding internal customers through the process from initiation to evaluation completion.
- Participate in tender evaluation panels ensuring probity, confidentiality, consistency and transparency is maintained throughout the entire process.
- Business partnering and decision support through working with the Budgeting and Financial Analysis Team to build positive relationships with stakeholders to build procurement literacy.
- Provides advice to delegated authorities to enable sign-off on procurement processes and/or contracts.
- Manage the access and training of staff in the key application tools for procurement - including web portals and online supplier Panel lists and contracts.

About You
To be successful in the position, you will have:
- Certificate IV in Procurement/Contracting (minimum) and/or extensive equivalent experience in a similar role.
- Demonstrated experience providing high level procurement advice and support in procurement processes including tenders, quotations, and expressions of interest in a large multi-functional government Organisation.
- Demonstrated experience in developing, maintaining and reviewing policies, procedures, systems and processes within a Procurement function.
- Demonstrated working knowledge and experience in interpreting Government Legislation as it relates to tendering, governance, record-keeping and probity functions.
- Proof of Australian residency or citizenship, or authority to work in Australia (visa)
- A current Class C Drivers Licence.
We're looking for a detail-oriented and articulate professional with a proactive approach to procurement. You'll have strong stakeholder engagement skills, confidently navigate complex processes, and provide clear, strategic advice that supports organisational outcomes.
Experience in local or state government, TRIM (HPE Content Manager), TechnologyOne, VendorPanel or Tenderlink is desirable but not essential.
