A bit about the role

This is a rare opportunity to influence strategic community facility planning and city shaping projects.

Reporting to the Manager City and Asset Planning, you will provide high level strategic direction on delivering community facilities into the future.

This is a diverse, limited tenure position to 6 November 2026.

What you’ll deliver

  • Lead long-term planning for community facilities, exploring innovative delivery models such as partnerships and joint ventures.
  • Provide expert advice to senior leaders to shape Council’s community infrastructure decisions.
  • Build a strong evidence base to inform asset lifecycle and future property planning.
  • Collaborate with State Government and developers to influence positive facility outcomes for Casey and the southeast Melbourne region.
  • Develop and implement policy, strategy, and master plans to guide capital works and funding for diverse community infrastructure projects.
  • Develop capital project initiatives for delivery through Councils capital works program.
  • Build partnerships with internal and external industry stakeholders to deliver best practice and ensure Council adapts to changing infrastructure and financial environments.

What you’ll bring

  • Tertiary qualifications and high level skills and experience in community facilities planning or a similar field.
  • Strong leadership skills and experience leading teams in evolving and complex environments.
  • Substantial experience in policy, strategy, master plan development and implementation, project management and community engagement
  • Thorough knowledge of the community facilities planning discipline, growth area and established area planning, and capital works planning.
  • Understanding of budgeting, accounting and financial procedures.
  • Experience developing and monitoring project budgets, funding arrangements, and planning or delivery of capital works projects
  • Demonstrated experience in submission preparation, report writing, project brief development and management of consultants.
  • Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check, Eligibility to Work check
  • A curious, collaborative, and inclusive community mindset.
