Key Responsibilities and Functions

Community Development

  • Enhance the capacity of, and opportunity for, residents to have input into consultation and planning processes.
  • Encourage participation and support community members to develop and implement Community Plans.
  • Maximise opportunities to attract funding to undertake relevant community development programs and projects.
  • Provide direct support, information and guidance to community members, stakeholders, external service providers and other strategic partners regarding planning, development and implementation of strategic plans.
  • Identify potential growth and development opportunities for local communities across a range of sectors such as small business, arts, culture, tourism, sport and recreation, multimedia, agriculture, health and education.
  • Assist to establish sustainable activities to continue community strengthening.
  • Work proactively within the community planning framework to promote community resilience to manage adverse events

Projects

  • Advise and assist community groups which involve or include Shire owned or Shire managed assets, including identifying funding streams, good practice recommendations
  • Support existing project teams, with the development of new project plans and lead the implementation of prioritised projects.
  • Provide administration and coordination support for projects as required.
  • Facilitate the delivery of Community Development initiatives in accordance with developed Action Plans and those that become projects of the future.
  • Use a model of good practice which actively engages residents in building community capacity and help to prioritise community projects.
  • Oversee specific portfolios and projects as assigned by Team Leader and Manager.
  • Facilitate or support events as required.

As part of community engagement and development activities, the incumbent will be required to work some evenings and weekends.

Essential qualifications and experience
  • Qualifications in the Community Development field or related area or proven extensive experience in delivering community development programs and initiatives.
  • Demonstrated understanding and application of community development principles and strategies.
  • Demonstrated facilitation skills and ability to develop effective networks with local communities.
  • Well-developed communication skills including the capacity to prepare clear and timely advice, concise reports and briefing documents, and make oral and written presentations to diverse stakeholder groups and Council.
  • Current valid Working With Children Check
Desirable qualifications and experience
  • Demonstrated experience in project and event management and facilitating community consultation.
  • Broad knowledge of issues, trends and Government policies and priorities impacting on communities in rural and regional Victoria.
  • Previous experience in Local Government
  • Previous experience in emergency recovery management
  • Previous experience in leading and promoting events
