Are you a visionary leader with a passion for transformation and organisational excellence? Banyule City Council is seeking a Senior program management professional to lead the execution of our multi-year, multi-stream enterprise transformation program - a bold program designed to uplift service delivery, modernise core platforms, and build future-ready capabilities.

As Transformation Program Manager, you'll be at the helm of one of Banyule's most ambitious programs. You'll:
- Guide the delivery of organisational transformation programs, ensuring alignment across departments and sustained momentum.

- Support the organisation's readiness for change by developing capability and embedding transformation practices.
This is a strategic leadership role that blends program delivery with human-centred cultural change, requiring vision, resilience, and a passion for public impact.
This role is part of Banyule's Leadership Network – you'll have opportunities to grow your skills and experience of leadership in a Local Government context and develop your skills as an organisational leader beyond your role-based expertise.
What you'll bring/what we are looking for:
We're seeking a strategic and results-driven leader with deep experience overseeing complex, technology-enabled transformation programs, consistently delivering measurable business outcomes and sustainable organisational change. You'll have enterprise architecture literacy, and experience driving maturity, and translating strategic vision into operational reality. You'll also bring:
- Exceptional ability to engage, influence, and maintain productive relationships with executives, department heads, vendors, and diverse stakeholder groups throughout transformation initiatives.
- Strong leadership skills with experience managing multi-disciplinary teams, mentoring professional development, and creating high-performing transformation delivery capabilities.
- Demonstrated ability to think strategically while executing operationally, translating enterprise vision into detailed delivery plans and tangible results.
- Deep practical experience implementing organisational change management strategies in large, complex organisations with measurable adoption and sustainability outcomes.
- Understanding of modern digital platforms, service digitalisation approaches, and technology-enabled business transformation in public sector environments.
- Consistent track record of achieving ambitious targets, delivering programs on time and within scope, and creating lasting organisational value.
- Outstanding communication skills with ability to facilitate consensus, resolve conflicts, and drive collaboration across organizational boundaries.

- A permanent, full-time position, salary from $136,607.14 to $147,321.43 per annum (excluding Super).
- 18 weeks of paid parental leave - primary carer/2 weeks of paid parental leave – partner.

About Banyule City Council
Banyule is less than 30 minutes travelling time from the CBD and it has an excellent public transport network with the Melbourne-Hurstbridge Railway Line running through it. There are nine railway stations within Banyule offering interesting and varied destinations from Ivanhoe, Eaglemont and Heidelberg in the south, which are nestled in a beautiful section of the Yarra Valley and steeped in history, to the rolling wooded hills of Montmorency in the north.
