Hepburn Shire Council is seeking a dynamic Manager People & Culture to lead our people and culture function with heart, strategy, and impact.

This is a pivotal leadership role that blends strategic thinking with hands-on delivery. You’ll guide talent management, organisational development, workforce planning, employee relations, HR systems and safety and wellbeing initiatives—while fostering a values-driven, inclusive, and high-performing culture.

We’re looking for someone who:

• Is solution-oriented with experience designing and implementing cultural uplift and leadership development initiatives.
• Brings strong generalist HR capabilities and can pivot between strategic planning and coaching support.
• Has enterprise agreement experience and can confidently lead negotiations and ER matters.
