The Role

As an APS 6 Finance / Business Analyst Officer, you will have a considerable level of stakeholder engagement skills on complex financial, price and cost management issues. The successful applicant will be required to identify and respond to the stakeholder’s needs and expectations to achieve high quality outcomes, at times within tight deadlines. This is a new role and is an exciting opportunity to shape outcomes in how the financial management aspects are delivered across the Collins and SSN Sustainment Programs. The role will be central to the evolution of the internal processes and budget management in the Submarines Division

Provide detailed budgetary, financial, price and cost analysis, forecasting, professional and policy advice in relation to complex work and contribute to strategic planning, program and project management and policy development.

Key Activities:

  • Accountable for performing financial, price and cost analysis and provision of advice in respect to Program budgets and the impact of current and new Procurements activities on current financial forecasts
  • Perform the role of Secretariat for the Collins (CN10) and Nuclear Sustainment (SSN) Financial Control Boards
  • Liaison with external stakeholder groups to ensure requirements are understood and actioned and internal stakeholders (including Project Managers and Contract Managers) are supporting the Governance processes required to ensure alignment between budgets and the commitment and expenditure of funding.
  • Undertake detailed analysis of budget forecasts, identification of risks and opportunities, including working closely with Contract Managers to support them in financial, price and cost assessments of new and current contract financial impacts to forecasts and identification of treatment options.
  • Engaging and negotiating with stakeholders and responding to complex enquiries and financial, price and cost management issues. Always taking the initiative to identify alternative courses of action when necessary.
  • Monitor and manage financial ledgers and financial reporting, at Program and Contract level.
  • Build and sustain productive relationships with supervisors, key stakeholders and team members and contribute to broader team outcomes.

The Commercial teams for both Collins and SSN are part of the Submarines Division under Naval Shipbuilding and Sustainment Group (NSSG). Submarines Division exists to deliver an enduring, potent and agile submarine capability vital to Australia’s national security. The Submarine capability we deliver includes the submarines themselves, their support systems and the associated sovereign industrial base.

Our contribution to delivery of submarine capability spans:

  • Submarine sustainment – including Collins and SSN sustainment, life-of-type extension, and nuclear-powered submarine sustainment
  • Selected capability enhancements, submarine combat systems and spiral development of MK48 weight torpedo and
  • Submarine rescue and intervention
  • Budget Management and Forecasting

Our Ideal Candidate

Our ideal candidate will undertake complex financial and analytical management in the contract management and contract administration space, provide financial advice, assistance on complex policy, procurement and contract management issues.

The candidate will require a number of key skills including:

  • Understanding and applying Commonwealth and Defence financial Management rules, legislative and mandatory policy compliance obligations.
  • Be a critical thinker, skilled listener and effective communicator.
  • Trustworthy, transparent and have the highest level of integrity. A trusted Advisor.
  • Able to work within a collaborative team environment and achieve shared objectives while effectively managing competing priorities and delivering outcomes within specified deadlines.
  • Being confident and professional when engaging with all stakeholders.
  • The ability to interrogate and analyse large volumes of data within Microsoft Excel, using knowledge and skills in complex formulas to produce meaningful reports and advice.
