We are seeking a self-motivating and strategically minded Principal Trails Lead to join Hume's Open Space Planning team. In this unique role, you will lead the development and implementation of Hume's trail network, including within the incredible marram baba Merri Creek Regional Parklands and Jacksons Creek biik wurrdha Regional Parklands. You'll help piece together the trail network, collaborating closely with key teams and stakeholders, supporting active transport for many generations of community members and visitors to come.
What you’ll be doing:
- Lead and support the planning of Hume’s trail network, working closely with relevant teams such as engineering, assets, parks and transport planning teams to ensure a coordinated approach.
- Identifying multiple stakeholders, landowners, regulatory agencies and legislative requirements early and their timing within the project timeframe so projects are delivered successful.
- Lead the development and management of a long-term, multi-year capital works program for trail development and implementation projects.
- Identifying and scoping site considerations, legislative and planning requirements and design documentation needs.
- Identify and establish project budgets and seek funding through capital budget bids, grant funding opportunities or partnerships and prepare project briefs and business cases.
- Lead the coordination and management of a trail development and implementation program, to proactively support delivery of projects with strategic intent for the broader Hume trail network and neighbouring connecting municipal trails.
- Develop and submit funding bids to support the delivery of Capital Works projects and programs, formulation of the annual budget and monitoring of project budgets using Council's financial management systems to ensure compliance and to reflect the most up to date and accurate status of projects.
The skills and experience you’ll bring to the role:
- Experience in the specialist concepts, skills and techniques in trail and open space planning and policy development, facility planning and community engagement.
- Proficiency in the application of trail and open space principles and knowledge of industry best practice, including the ability to effectively translate this when responding to local trail and open space issues.
- Understanding of a wide range of issues, programs and services relating to trail provision in Hume and the wider industry.
- Knowledge and practical application of the long-term goals of the Open Space Planning Unit.
- Ability to collate and analyse data to establish evidence-based research positions that support the formulation of a position.
- Demonstrated ability to utilise information and communication technology including Microsoft Office applications.
- Demonstrated ability in report writing, preparation of grant submissions, presentations, funding submissions, other written material, and interpretation of drawings/plans related to the key responsibilities.
- An understanding of community capacity and capability in relation to project partnering and contribution.
Required Certifications & Qualifications
The following qualifications and experience are required for the position:
Degree or Diploma in landscape architecture, open space/recreation planning or a similar construction related field with several years’ experience or a lesser formal qualification with extensive experience.
- Demonstrated working knowledge of trail and open space planning issues in established and emerging urban environments.
- Demonstrated experience in trail and open space development and delivery including knowledge of relevant standards and guidelines.
- Experience in managing and coordinating multiple disciplines to produce reports, drawings and/or similar required for delivery.
- Experience in working with multiple stakeholders, landowners, contractors, and regulatory agencies, to ensure that trail projects are delivered successful.
- Experience in the development and implementation of contemporary community consultation processes.
- A current Victorian Driver’s Licence is required.
