2.0 ORGANISATIONAL RELATIONSHIPSResponsible to: Manager Design Assets Development
Responsible for: Nil

3.0 POSITION OBJECTIVES To provide efficient and effective administrative and customer support in a range of areas relating to the effective operation of the Infrastructure Development Department.

4.0 PRINCIPAL DUTIES AND RESPONSIBILITIES4.1
Effectively maintain the day-to-day administrative activities and provide support for the Infrastructure Development Department to ensure that the appropriate service levels are maintained to effectively meet operational needs and performance targets.

4.2
In consultation with the Manager Design Assets & Development as appropriate, administer allocated processes associated with the City’s Infrastructure Services Clearances and Applications to construct crossovers, which includes but is not limited to the following:

  • Administer the provisions of the City’s Vehicular Crossovers General Requirements and Specifications and the Local Government Act in relation to the construction of crossovers within the City.

  • Assess relevant plans and determine compliance with the City’s Vehicular Crossovers General Requirements and Specifications, engineering and design guidelines and planning conditions.

  • Liaise with the City’s Building and Planning Departments where required on conditions which may affect assessment of the Infrastructure Services Clearance Applications.

  • Consult with the City’s Parks and Environment Department on the removal and replacement of street trees where a conflict occurs with the crossover.

Receive public and general enquiries, complaints and correspondence, taking appropriate action in line with established policies and practices and with the aim of maintaining a strong customer focussed service.

4.4
Administer Service Requests for the Department, including coordinating responses and ensuring follow-up and close out compliance is achieved.

Undertake research, prepare correspondence and other associated tasks as required for the Manager Design Assets & Development, and particularly those related to Infrastructure Services Clearances and Crossovers and related tasks.

4.7
Liaise as required with the Manager Infrastructure Development on the management of the approval process for minor private works on road reserves i.e. fibre optic, gas, water, underground power and modifications to the City’s drainage assets, ensuring compliance with relevant policies and procedures.

Collate and maintain regular and ad hoc statistics and create and maintain associated databases.

Provide back up and support to other members of the Design Assets & Development administration team as required to meet operational objectives.

Follow and comply with all Occupational Safety and Health and Environment policies and procedures to ensure personal safety and the safety of others is maintained at all times, including the reporting of unsafe practices or hazards to supervisors or OSH Representatives, whilst protecting the environment and ensuring prevention of pollution.

Actively seek and report on methods of improving systems of work, policies and practices, to ensure the continuous improvement of the City’s Business Management System.

Exercise appropriate authority whilst acting in the best interests of the City, its Customers and the Community, meeting legislative and operational requirements.

Undertake other duties within the scope and level of this position, as directed by the Manager Design Assets & Development.

5.0 POSITION REQUIREMENTSEssential5.1
Previous relevant administrative experience at an equivalent level working within a technical, building and/or planning environment.

5.3
Well developed organisational and administrative skills with the ability to effectively prioritise projects and coordinate priorities to meet strict deadlines and achieve outcomes.

5.4
Well developed interpersonal and conflict resolution skills with the ability to communicate with a wide range of people and groups to ensure delivery of a high level of customer service.

5.5
Good decision making and problem solving skills with the ability to respond appropriately and show initiative when required, applying the appropriate level of discretion and confidentiality to the role.

5.6
Ability to research and write letters, reports and submissions particularly in relation to technical report writing.

5.7
Ability to apply attention to detail and complete tasks with a high level of accuracy, particularly in relation to numeracy skills.

5.8
Ability to work effectively both as a member of a team and independently with minimal supervision.

5.9
Proven high level skills with computer applications, in particular the Microsoft Office suite of products (i.e. Word, Excel, Access and Outlook) and preferably including experience with an electronic Records Management system and specialised technical programs.

5.10
Ability to acquire the appropriate legislative endorsements e.g. Construction Induction – Prepare to Work Safely in the Construction Industry (White Card), in combination with a good understanding of the Occupational Health and Safety requirements relevant to this position.

5.11
Possession of, or the ability to acquire, a satisfactory National Police Clearance Certificate (dated within the last twelve months).

5.12
Possession of, or ability to acquire, a current motor vehicle driver’s licence.

Desirable5.14
Some exposure to engineering scaled plans and development documentation with the ability to read and interpret the information.

5.15
Previous experience in a similar environment within Local Government or the public sector generally.

5.16
A good understanding of procedures, including preparation and monitoring.

The best fit to for this role, would be someone with demonstrated experience in issuing statutory approvals — particularly in areas such as Building Permits, Development Applications, or other construction-related approvals. Ideally, they would have a strong understanding of administrative processes involving legislative and regulatory requirements, and be confident navigating applicable systems, applications, and frameworks.

Casual Loading
