Technical Business Analyst

Key Responsibilities

• Consult with key business and technical stakeholders to develop business and technical requirements and specifications for key initiatives in the IT Operational Communications portfolio.
• Engage with operational staff and subject matter experts to capture and validate requirements, translating them into clear market engagement documentation (e.g. RFx, statements of work, evaluation criteria)
• Solid understanding of end-to-end procurement processes, from requirements definition and market engagement through to vendor evaluation, contract negotiation, and implementation planning, ideally within a NSW Government context.
• Ability to collaborate effectively with both business stakeholders and operational personnel to ensure solutions meet strategic objectives and frontline operational needs.
• Build subject matter expertise in system requirements and actively contribute to vendor selection, solution design, delivery, and quality assurance activities.

Skills Required

• Broad understanding of IT communications, infrastructure, and application domains
• Ability to translate business and technical requirements into structured market engagement documentation, such as Statements of Requirements, Evaluation Criteria, and Statements of Work.
• Ability to write tender documentation for market engagement, facilitate tender evaluation between the team and finalise the tender evaluation via a report. Demonstrable experience with NSW Government procurement policy and frameworks, including the NSW ICT Services scheme. Preferred experience with documenting NSW Core& agreements and MICTA/ ICTA agreements.
• Ability to facilitate workshops with technical staff such as IT Solution Architects, IT System Administrators and IT Support staff to elicit requirements, facilitate prioritisation and decision making where necessary, and summarise and document outcomes
• IT experience in application delivery (outsourced / vendor development)
• Demonstrated experience delivering business analysis outcomes in complex technology projects, preferably involving infrastructure or communications systems.
