Our client is a major government department within the transport and infrastructure sector, responsible for delivering impactful programs that shape the future of New South Wales’ public services. These roles support newly launched and ongoing transformation programs designed to uplift payroll systems, streamline cultural governance, and embed best-practice project reporting—positioning them at the centre of long-term change in a highly collaborative and well-structured environment.
About the Role
We are currently seeking three experienced senior professionals to join major transformation programs within the department. These six-month contract roles (with potential for extension) are critical to delivering business-led outcomes across payroll digitisation, cultural uplift, and executive-level governance.
You’ll be based at Macquarie Park, with a hybrid work setup requiring 2–3 days in-office attendance per week (Thursday is a fixed in-office day). Each role reports directly to the Director of Transformation Program Delivery and plays a vital part in delivering structured, multi-stream programs in line with state-wide priorities.
Available roles include:
- Program Manager – Payroll & Digital Transformation: Leading a multi-year program involving payroll automation, timesheet digitalisation, SAP development and PowerApps digitisation across two major projects—one nearing implementation and the other in 2nd phase detailed scoping.
- Program Manager – Culture, HR & Governance Reform: Overseeing a newly launched cultural uplift initiative across five streams, including procurement reform and financial delegation, with milestones due in September 2025 and then a key milestone due in June 2026 and beyond.
- Project Manager – Culture, HR, Governance & Reporting: Supporting the governance and reporting for the culture program, preparing executive packs and coordinating delivery inputs across all streams.
Key Responsibilities
Payroll & Digital Transformation (Program Manager)
- Lead end-to-end program delivery across digitisation initiatives including SAP and PowerApps solutions
- Oversee planning, delivery and business readiness for multiple workstreams, with one SAP program (30%) operational and another PowerApps in 2nd phase detailed scoping (70%)
- Manage a team of 12, including Project Managers, Business Analysts and Project Officers
- Drive stakeholder engagement with finance, HR, IT and vendors
- Ensure program governance is maintained through structured reporting and escalation processes
- Monitor program timelines, budgets, risks, and interdependencies
- Champion automation of payroll and timesheet processes in line with organisational priorities
- Facilitate benefits realisation, change impact assessments and post-implementation reviews
- We are not looking for Tech/IT PM, this is an operational/business PM with understanding of IT and Systems, Procurement, Payroll and Timesheet.
Culture, HR & Governance Reform (Program Manager)
- Oversee five key workstreams across HR transformation, procurement reform and financial delegation frameworks
- Establish and maintain robust program governance, including coordination of Program Control Group (PCG) meetings
- Prepare high-quality governance documentation and reporting artefacts
- Identify and escalate risks or issues from individual workstreams in a timely manner
- Liaise with internal and external stakeholders to align delivery milestones with compliance and regulatory frameworks
- Ensure program deliverables meet public sector standards of transparency, value, and quality
- Support cultural uplift initiatives through organisational alignment and stakeholder engagement
Culture, HR, Governance & Reporting (Project Manager)
- Coordinate inputs from five delivery streams into integrated reporting packs
- Prepare governance slide decks for PCG and senior executives
- Attend governance meetings and provide support for reporting, action tracking and follow-up
- Maintain risk and issue registers, dashboards, schedules, and milestone reporting
- Act as a central liaison point between program leads and governance forums
- Provide administrative and coordination support aligned to high-governance program environments
About You (Must have)
- Digital transformation, SAP and automation
- Payroll/timekeeping system delivery
- HR, culture or procurement uplift programs
- Business governance, reporting and stakeholder coordination
- 5–10 years’ experience in program or project delivery within complex organisations
- Strong expertise in at least one of the following domains:
- Proven ability to manage interdependencies, escalate risks and deliver within structured frameworks
- Exceptional stakeholder engagement and communication skills
- Formal qualifications in project management, business, HR or equivalent
- Certifications such as PMP, PRINCE2, or Agile preferred
- Previous experience in the public sector or government transformation programs
- Familiarity with NSW Government governance processes, PCG reporting and compliance standards
- Experience working on multi-stream initiatives or high-level steering group coordination
- Exposure to organisational change, HR and Culture Uplift project.
- Must have full Australian working rights (citizenship, permanent residency, or long-term visa holders)
