Established in 1998, the Brain Injury Association of Tasmania (BIAT) provides a public voice for all Tasmanians impacted by brain injury. It is a non-government, state-wide, not-for-profit organisation recognised as having specialist knowledge of brain injury and its effects on individuals, families and communities.

ABOUT THE PROJECT

The National Assistance Card (NAC) is a personalised card designed to build the capacity of people with disability in the community. The Card helps people to communicate the unique impacts of their disability and the assistance they may need – in their own words, fostering greater independence and community participation.

Owned and developed by BIAT, the Card was launched nationally in 2021 for people with brain injury and expanded in 2025 to include Autistic people nationally. The NAC Project is funded by the Australian Government Department of Social Services. Current project activities focus on improving accessibility and usability and increasing awareness and uptake of the Card across Australia. It is our aim that the Card is available to all people with disability and health conditions in Australia.

POSITION SUMMARY

The NAC Project Manager is responsible for the effective delivery, continuous improvement, and sustainability of the NAC Project, ensuring it remains responsive, accessible, inclusive, and nationally recognised.

The role includes leading project activities, supervising staff and contractors, coordinating governance and advisory structures, and managing reporting, evaluation and funding activities. The role also fosters stakeholder partnerships, supports cardholder and ambassador engagement, and works closely with the Marketing and Communications Manager and Project Officers to increase awareness and uptake – both within the disability sector and broader community. The role requires strategic thinking on a national scale to fulfil our aim of the card being available to all disability types in the future.

LEVEL OF RESPONSIBILITY AND SUPERVISION

The Project Manager reports to the Executive Officer and has delegated authority to manage and direct project activities and staff.

The Project Manager is expected to exercise a high level of autonomy, professionalism, judgement and decision making as required for their level of responsibility. They demonstrate initiative and leadership when procedures or directions are not clearly defined or as circumstances and needs change. They build and document systems and processes to ensure project activities are delivered efficiently, consistently and successfully. As well as planning, organising and managing their own work, they hold responsibility for the work plans and outputs of their project staff.

KEY DUTIES

Project Management - manage all aspects of the project’s implementation, budget, and delivery, ensuring alignment with the Activity Work Plan and funding obligations; manage the project budget in consultation with the Finance Officer and Executive Officer.

Team Leadership and Development - provide effective leadership, supervision and support to project staff and contractors; this includes work planning, delegation, coaching, and performance development to ensure team members are empowered, supported and accountable in delivering high-quality outcomes aligned with project objectives and BIATs values.

Governance and Advisory Coordination - coordinate governance and advisory structures such as the Steering Group and Advisory Working Group, ensuring the voices of people with disability are embedded in project planning and delivery.

Stakeholder and Cardholder Engagement - develop and maintain national strategic relationships across disability and broader community sectors to strengthen project delivery and outcomes, including collaboration with other BIAT programs and supporting cardholder engagement through initiatives such as the Ambassador Program.

Cultural Responsiveness - strengthen the cultural accessibility and responsiveness of the Project through consultation with Aboriginal and Torres Strait Islander peoples, culturally and linguistically diverse (CALD) communities, and other identified priority groups; use this input to inform immediate improvements and guide longer-term strategies for inclusion.

Promotion and Communication - working with the Marketing and Communications Manager, monitor and support activities that raise national awareness, recognition and update of the Card, including promoting what to do when shown a Card, among both disability-focused and general community stakeholders.

Resource Development - oversee the development and updates of project resources (e.g. websites, printed materials) ensuring consistency in design and messaging.

Ongoing Improvements - support the continuous review and improvement of the Card, including the application progress, informed by user testing, evaluation, and stakeholder feedback, in collaboration with Project Officers and contractors.

Reporting and Evaluation - ensure data collection, evaluation and reporting activities are accurate, comprehensive and delivered on time to meet internal and funding body requirements and uphold BIAT's reputation, including providing regular project updates to the Executive Officer on progress, budget, deliverables and success measures.

Funding - identify and pursue funding opportunities, including grant applications and long-term funding strategies, under the direction of the Executive Officer.

Risk and Compliance - identify and manage project risks and ensure compliance with relevant legislation, standards and BIAT policies, including privacy, child safety, workplace health and safety and data security; maintain appropriate systems and documentation to support ethical and contractual obligations.

Other Duties - as a small-medium sized organisation, there may be times where you are required to undertake other duties, including supporting other BIAT activities or projects as required.

Note: interstate and intrastate travel will be required to support the national delivery of the Project.

ELIGIBILITY

Qualifications

Relevant tertiary qualification with experience in community development work, with disadvantaged groups/people with disabilities and/or in planning and implementing projects for community change.

Working with Vulnerable Persons Registration to be maintained over the course of employment

Australian Driving Licence

Maintaining knowledge of, and working at all times in compliance with, the Child Safe Organisations National Principles and any other legislation that protects the rights and interests of children and young people

Existing, or demonstrated capacity to acquire, knowledge in the areas of autism and brain injury, and other disability types, including an understanding of the current issues impacting people with disabilities, and their families and carers.

Knowledge and experience in project management, service delivery and leadership of a team.

Comprehensive experience with a range of collaborative computer systems and standard business applications, with the ability to further acquire skills in relevant programs as required. This includes but is not limited to Microsoft 365 products and client management systems.

Experience working within key compliance and legislation frameworks, for example, privacy and confidentiality and the Child Safe Organisations National Principles and any other legislation that protects children and young people, and people with disability.

Desirable Attributes

Lived/living experience of disability, or as a carer or family member of a person with disability.

Experience in the application, budgeting and administration of grant funding.

A sound understanding of Federal, State and Local Government processes.

SELECTION CRITERIA

Strong project management skills, including planning, budgeting, risk management, evaluation and reporting.

Demonstrated ability to lead and support teams, build stakeholder partnerships, and maintain positive relationships across government, community, and disability sectors.

Highly developed communication skills, including the ability to tailor messaging for diverse audiences and deliver clear, accessible written materials.

A strong team player with the capacity to work co-operatively when under pressure with competing demands and deadlines; as well as being self-directed and able to work autonomously.

Demonstrated ability to appropriately respond to complex situations, using organisational policies, legislation, best practice guidelines and ethical frameworks for guidance.

Understanding of, or capacity to acquire, knowledge of brain injury, autism, and broader disability-related issues and legislation.
