About APCO

The Australian Packaging Covenant Organisation (APCO) is Australia’s co-regulator for packaging. We are a member based organisation driving the development of a circular economy and Extended Producer Responsibility for packaging.

APCO is the entity in charge of managing and administering the Australian Packaging Covenant (the Covenant), which is a national regulatory framework under the National Environment Protection (Used Packaging Materials) Measure 2011 (NEPM). This framework defines the collective responsibility shared by governments and businesses across Australia in managing the environmental impact of packaging.

The Role

We are seeking a strategic, emotionally intelligent, and member-centric Member Engagement Manager to lead how APCO consults with, supports, and involves its members through packaging reform. This is a high-impact, non-leadership role that blends stakeholder engagement, communication, and change facilitation.

Sitting within the Member Journey team, you will design and deliver engagement programs that are well-sequenced, insight-led, and aligned to member readiness. You will advise internal leaders (including Heads of Department) on how and when to engage members, assess the effectiveness of different formats (e.g. roundtables vs roadshows), and shape content that builds capability, trust, and co-design outcomes.

You will play a critical role in coordinating APCO’s outward member-facing voice, especially as other areas of the business seek to communicate with members.

This is not a business development or acquisition role, it's about how we guide and enable existing members through change.

Key Responsibilities:

  • Lead the delivery of APCO’s member engagement program, including consultation, feedback, and co-design activities.
  • Assess and recommend engagement formats, ensuring outreach is relevant, inclusive, and well-targeted by audience segment.
  • Map member stakeholders, assess readiness, and tailor engagement approaches to build trust and participation.
  • Influence technical experts and internal stakeholders to shape content and timing of member engagement efforts..
  • Facilitate workshops, roundtables, and online engagement to support reform adoption and capability building.
  • Coordinate messaging across departments to ensure consistency, clarity, and strategic sequencing.
  • Track and report on member engagement metrics, sentiment, and feedback to support continuous improvement.
  • Contribute to change management, system transition, and national reform communication initiatives.
  • Support the integration of member insights into policy, operational planning, and system development.

We are seeking someone with:

  • Advanced interpersonal skills, with the emotional intelligence and credibility to influence across senior leadership, regulatory, and technical stakeholders.
  • Proven experience in stakeholder engagement, consultation, or change management ideally within a member-based, regulatory, or sustainability-focused organisation.
  • Excellent communication and facilitation skills, with the ability to translate complex information for different audiences.
  • Strong collaboration skills and the maturity to work across teams, advise senior leaders, and manage competing priorities.
  • Experience designing and delivering engagement initiatives, including events, consultations, or co-design processes.
  • Knowledge of packaging, compliance, circular economy, or extended producer responsibility (desirable).
  • Appreciation for behaviour change principles, marketing fundamentals, and the value of collaborative communications.
  • A proactive and strategic mindset with the confidence to drive engagement outcomes and advocate for the member voice.
  • Familiarity with engagement frameworks, stakeholder mapping, and IAP2A principles or certification (desirable).
