About the role

Townsville Catholic Education Office is currently seeking a Manager, Information Technology and Services for a Full Time, Fixed Term position. This role commences Monday 12 January 2026.

The Manager, ITS provides high level people and organisational leadership to deliver integrated and consistent ITS planning, capacity building and operations and contributes to the overall strategic planning for TCE.

The Manager, ITS will have an in-depth understanding and appreciation of IT in Education and the impact of quality IT Services in schools within a Catholic system and culture as per Key Accountabilities listed in the Position Description.

The Manager, ITS reports to the Director of School Improvement Services, the Manager, Information Technology & Services (ITS) leads the development and execution of a transformative IT strategy and the provision of day-to-day operational excellence in IT services in schools and system.

Key Accountabilities

Develop ITS strategy for Townsville Catholic Education taking into account educational and organisational priorities and ensuring alignment with the Strategic Directions and Strategic Actions

Develop, maintain and communicate the ITS strategy to support the strategic requirements of the organisation.

Develop the organisation’s 3 year ITS Roadmap reflecting the priorities and timelines relevant to delivering architecture and applications that form part of the ITS Strategy.

Develop and gain Director support for the ITS department’s annual objectives and strategies.

Regularly engage with Townsville Catholic Education’s leaders, both within schools and the Office, to advise them about the agreed ITS Strategy and to seek their feedback regarding its impact.

Active participation in the CENet community.

Develop and review ITS strategic documentation in line with the review of the organisation’s ITS Strategy and Roadmap.

Provide regular strategic reports to the Executive Director and SLT through the IT Governance Body and IT Governance Steering Committee regarding the progress of the ITS department’s work, strategic plans, current and emerging risks, and appropriate mitigations.

Understand the core business of Townsville Catholic Education and the factors influencing its internal and external environments.

Provide a strategic and expert advisory service to ensure Townsville Catholic Education is positioned to appropriately adopt new and emerging technologies that best serve the immediate and long-term learning outcomes for students

Collaborate with the TCE Strategic Leadership Team, School and System Leadership and key stakeholders in aligning ITS with the strategic goals of TCE, to improve operational efficiency and educational outcomes.

Provide support in reviewing technology budgets and proposals.

Identify and implement technologies that optimise Townsville Catholic Education operations across a range of areas and gain approval for implementation strategies.

Actively engage with TCE Strategic Leadership Team, School and System Leadership and key stakeholders to understand current and emerging needs in curriculum and pedagogy development and ensure ITS strategy and operations meet those needs

Ensure strategy and operations reflect a strong understanding of the application of technology to effective curriculum and pedagogy development.

Ensure effective collaboration between ITS and the Learning & Teaching portfolio to facilitate best practice application of technology in curriculum and teaching practices.

Lead and manage the ITS team ensuring that team members understand the ITS department’s objectives and strategies, and are managed and supported to productively contribute to this work

Create a positive change environment with supporting processes and systems that enable ITS to deliver successful outcomes.

Lead ITS program teams and help project managers and project teams by providing context and clarity and removing roadblocks.

Translate and communicate strategic priorities for ITS staff.

Build and develop capability of ITS staff aligned to performance outcomes and objectives.

Implement and maintain best practice change, people and financial management strategies and processes.

Develop a staffing plan to support both short term and long-term implementation of architecture and applications as per the ITS Roadmap.

Oversee the management of all ITS activities and ensure the provision of effective services and expert advice to entities serviced by the ITS team

Develop and maintain TCE’s information architecture, ensuring information and communications systems are appropriate, accessible and effective for an agency of TCE’s size, complexity and information requirements.

Monitor provision of services, levels of service and service quality.

Establish and maintain value-based stakeholder and strategic supplier relationships which meet business requirements.

Prepare and manage the annual ITS operating, capital and headcount budgets.

Provide advice to the Strategic Leadership Team related to the finances, forecasting and planning of ITS deliverables and projects or service delivery to schools and other stakeholders.

Develop a staffing plan to support delivery of ITS services to schools.

Identify appropriate short and long term ITS investments for Townsville Catholic Education utilising cost-benefit analysis methodology.

Ensure optimal performance of the ITS applications and architecture utilised by Townsville Catholic Education by monitoring an agreed goals and outcomes.

Review and adjust the services delivered by Townsville Catholic Education technical staff in line with agreed organisational strategic directions.

Ensure that appropriate governance and risk frameworks are in place to meet relevant compliance requirements, privacy and security requirements and business continuity requirements

Establish and maintain clear ITS security policies and practices that protect TCE business and information and ensures compliance with regulatory requirements.

Manage the provision of secure and stable ITS services to support business outcomes through effective risk management strategies.

Ensure best practice governance and risk frameworks and methodology are applied to the ITS function, to provide optimal information security, business continuity and contract stakeholder management.

Responsible for compliance with legislation, regulations and standards relating to information and records management, information assurance and data protection.

Lead development and communication of information technology policies practices and decisions which recognise the current and evolving needs of all the stakeholders.

Promote clear decision making, leading to valid reasons for technology-related acquisitions.

Participate in relevant committees where relevant.

Identify and implement procurement processes that reflect Townsville Catholic Education’s requirements regarding good stewardship, transparency and risk management.

In conjunction with ITS partners and providers, identify and implement appropriate strategies to monitor and manage the security and risk profile of Townsville Catholic Education’s ITS systems.

Ensure ongoing development of own professional competence and knowledge.

Maintain knowledge of advancements in a range of ITS and business areas including strategy development; risk management; governance and stewardship; partnership management; staff leadership and development; and business development.

Maintain currency with emerging Information technology trends and position TCE accordingly.

About you

Demonstrated experience leading, with proven capability in the delivery of strategic outcomes.

Experience building a team with a strong service orientation and a commitment to continuous improvement.

Demonstrated ability to establish productive and collaborative working relationships both internally and externally to achieve outcomes including the ability to lead multi-disciplinary teams and engage across a diverse set of stakeholders.

Systems architecture knowledge and broad experience across technology disciplines including project management, IT strategy and process development, information, application and technology architecture.

Committed to supporting the Catholic ethos and values of Catholic education.

Ability to think strategically and to communicate effectively within the organisation about strategic priorities.

Capability in managing ITS risks in a complex environment.

Experience in an education environment would be highly regarded.

Mandatory Criteria

Current Working with Children Suitability Card or eligibility to obtain same *

Tertiary qualification in Information Technology or a relevant discipline.

Current Driver’s Licence

Ability to travel from time to time within the Catholic Diocese of Townsville

Ability to perform the physical requirements of the role in a safe manner.

Desirable Criteria

Relevant industry experience in ITS and the education sector

Experience in leadership and leading a team.
