Transport Service is a Group within Department of Transport & Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.

Network Disruptions is a Branch in Transport Services Group and is responsible for the oversight and coordination of planned changes across the public transport and road network in Victoria. These include temporary changes such as; planned disruptions, special events, superloads, various road permits, and permanent changes such as timetable changes, traffic management reform initiatives and performance initiatives.

About the role

The fixed term role is until 30/6/27

The Project Manager, Bus plays a key role in the successful major public transport network changes including school bus service changes. This significant program of work is a key component of the network service change initiative.

The primary focus of the role is day to day oversight of operational readiness activities major public transport network changes including school bus service changes. The role requires proactive engagement and excellent key stakeholder relationships with all internal and external network change contacts.

The role will also support continuous improvement initiatives and consolidate processes for the delivery public transport route changes.

Key Selection Criteria

We are seeking a results-driven professional with demonstrated expertise in project delivery, capable of translating strategic goals into actionable programs with clear governance and risk management frameworks. The ideal candidate will lead with a systems-thinking mindset, bringing an integrated perspective to organisational processes and identifying high-impact intervention points. You will apply critical thinking and problem-solving skills to deliver business outcomes, while proactively addressing root causes of recurring issues. A proven ability to lead and navigate change is essential, along with a strong track record in managing complex stakeholder relationships and balancing competing needs. You will foster a culture of innovation and continuous improvement, demonstrate resilience in challenging situations, and ensure effective project and program scheduling to meet organisational objectives.

Position accountabilities

  • Successful delivery of major public transport route changes including school bus changes to agreed scope, time and quality ensuring project outcomes achieve DTP safety, operational and commercial objectives.
  • Management and control of changes to the schedule, confirming impact to milestones, deliverables and team capacity.
  • Participate in strategic planning and contribute to overall strategic timetable decision making process.
  • Identify and mitigate risks issues, in order to ensure timely resolution of project issues and identify continuous improvement opportunities
  • Provide subject matter expertise on operational readiness for rail timetable changes with a focus scope documentation, process improvement and a focus on customer information.
  • Establish, maintain and influence successful working relationships with key stakeholders including internal partners, franchisees and other external parties to ensure the successful delivery of operational readiness activities.
  • Demonstrate a high level of leadership, guidance and support to all workstream leads
  • Provides expert communication updates / reporting to senior stakeholders across the transport industry, advising of implementation status and matters arising from implementation of services to relevant project forums.
  • Promote and support safe, inclusive and flexible team operations.

Qualifications and experience

Mandatory

  • Experience in project/ program governance or delivery.

Desirable

  • A relevant tertiary degree would be well regarded.
  • Experience leading operational readiness projects and dealing with a range of stakeholders.
