The Role

Are you passionate and interested in people, culture and workforce planning? Can you analyse data, build strong stakeholder relationships and drive strategic initiatives? We are looking for two individuals who will help develop Navy’s Australia Public Service (APS) workforce planning activities. Navy is required to deliver crucial outcomes to support Defence’s mission. This requires careful planning of its APS workforce to ensure we have the right people, in the right jobs, at the right time. Navy’s workforce planning involves forecasting Navy’s workforce demand and developing a strategic workforce plan to meet this demand.

One of the key items under the workforce plan is attracting and retaining Navy’s workforce through design, development and implementation of cultural and people capability development initiatives.

Key duties of these roles are:

Deputy Director: Planning and Intelligence

  • Lead, manage and develop team members.
  • Lead alignment of Navy’s APS workforce initiatives, integrating planning functions and managing workforce risk.
  • Oversee analysis of workforce data against future workforce needs.
  • Provide strategic advice on workforce planning requirements.
  • Partner with Navy Divisions to deliver integrated workforce planning services.
  • Develop and deliver training on workforce design, demand/supply, gap analysis, and critical risk areas.
  • Drive innovation in workforce strategy, design options, and reprioritisation.
  • Manage resources, set priorities, oversee workflows, and assess outcomes.

Deputy Director: APS Capability, People, Culture and Programs

  • Lead, manage and develop team members.
  • Lead cultural uplift in Navy’s APS workforce via the Census Action Plan and Culture Blueprint.
  • Oversee implementation and evaluation of culture initiatives, including Royal Commission responses.
  • Develop professional development and succession planning strategies.
  • Identify risks/opportunities and deliver strategic, evidence-based workforce solutions.
  • Lead stakeholder engagement to co-design initiatives and make strategic recommendations.
  • Expand graduate and entry-level programs (CEDP, STEM, ICT, Indigenous).
  • Manage and grow talent pipelines through outreach, education, and recruitment innovation.

About our Team

The Directorate of Navy APS Workforce Intelligence and Planning (DNAWIP) is a Navy-wide resource that is responsible for various workforce planning activities for Navy’s APS workforce. We operate as the conduit between Navy’s teams, Defence People Group and other Defence areas on APS workforce matters. We work with Navy’s Divisions to achieve workforce planning objectives and are the APS workforce Subject Matter Experts within Navy. Due to our large remit (whole of Navy), the Directorate has extensive visibility and stakeholder networks throughout Navy and across the Department. We offer the opportunity to develop a wide range of skills in workforce planning, strategic planning, change management and more. The Directorate is located in Canberra, ACT and offers access to flexible working conditions to support work life balance and an attractive remuneration package, including a generous superannuation contribution of 15.4%.

  • Achieves results - Responsible for their own and team outcomes. Monitors team progress and follows through to deliver quality outcomes.
  • Innovation - Generates new ideas, approaches and strategies. Implements change and business improvement strategies in the workplace.
