Kingston Human Capital is proud to partner with the Queensland Department of Justice (DoJ) to appoint a Chief Technology Officer. This senior executive leadership role is responsible for the strategic and operational management of ICT services across the department, supporting the Chief Information Officer (CIO) in delivering the department’s digital, cyber security, enterprise architecture and information management objectives.

The Department of Justice delivers integrated criminal, civil and community justice services to support a fair, safe and inclusive society for Queenslanders.
Its work spans courts, justice services, youth justice, consumer protections and community safety. The department is committed to reducing over-representation of First Nations peoples in the justice system, addressing domestic and family violence and strengthening outcomes for vulnerable Queenslanders.
To support its strategic direction, the department is implementing a long-term digital transformation agenda. The Digital Enablement Program is a key component, involving ICT realignment, platform renewal and organisation-wide change.
About the Role | Chief Technology Officer
Reporting to the CIO, the Chief Technology Officer will lead the development and delivery of the department’s ICT strategy. You will oversee technology operations and planning across digital systems, cyber security, infrastructure, information governance and service delivery.
You will contribute to major ICT projects and platform implementation, manage risk and performance, and support the alignment of ICT with the department’s strategic goals and broader government directions.
Key Responsibilities
- Lead the development and implementation of technology strategy and architecture
- Provide forward-thinking advice on ICT trends, innovations and investment opportunities
- Oversee IT service delivery including risk, performance and incident management
- Manage strategic ICT procurement and vendor partnerships
- Implement robust governance frameworks across cybersecurity, digital operations and infrastructure
- Collaborate with internal teams, executive leadership and external stakeholders to align ICT with business needs
- Champion a culture of innovation, capability uplift and high performance across ICT teams.
About You
The ideal candidate is a senior technology executive with a proven ability to deliver complex ICT projects and services within government. You will have led strategic technology programs that align with departmental objectives and whole-of-government digital strategies.
You will bring:
- Deep technical expertise and executive-level experience in managing enterprise ICT functions
- A strong track record of delivering large-scale technology initiatives in complex, multi-stakeholder environments
- A strategic mindset and clear understanding of the role of technology in supporting government policy and service delivery
- Demonstrated experience aligning ICT strategies with whole-of-government digital transformation agendas
- The ability to lead high-performing teams, foster innovation and build internal capability
- Highly developed stakeholder engagement skills, with a focus on collaboration, negotiation and conflict resolution
- Strong commercial and governance capability, including experience in contract management, risk and performance oversight
- Excellent communication and leadership skills, with a focus on delivering outcomes and continuous improvement.
Formal qualifications in information technology or a related discipline are highly desirable.
