The Program Director brings deep expertise in program governance, change leadership, stakeholder engagement, and enterprise-level delivery. The role requires high-level oversight, sharp strategic insight, and a hands-on approach to risk management, performance tracking, and cross-functional alignment. The Program Director ensures all programs deliver value, support organisational transformation, and are aligned with Scouts NSW’s strategic direction and operational priorities.

This position reports directly to the Chief Operating Officer. Works closely with Chief Executive Officer, Program Manager – Property, Property Team, Finance, IT, Grants & Risk Teams, Volunteer Leadership Team, Region Offices, External Consultants/Partners/ Contractors/Suppliers

Strategic Program Leadership & Delivery

Provide high-level strategic leadership across a portfolio of programs, ensuring alignment with Scouts NSW’s mission, vision and strategic objectives. Shape and drive the overarching program strategy, aligning cross-organisational initiatives for maximum impact and financial sustainability. Lead enterprise-wide planning, integration, and delivery of critical initiatives involving diverse stakeholders and high-value outcomes. Oversee program governance, assurance, compliance, and resource prioritisation.

Organisational Transformation and Delivery Excellence

Build a culture of delivery excellence by embedding leading program and project management methodologies. Drive continuous improvement across program delivery frameworks, operational systems, and reporting processes. Anticipate and mitigate organisational risk across strategic programs, ensuring business continuity, resilience, and compliance. Lead high-level problem-solving, adaptive planning, and escalation management to resolves delivery bottlenecks and alignment gaps.

Financial Management & Commercial Acumen

Oversee program budgets, financial forecasting, and resource allocation across the portfolio, ensuring optimal return on investment and value realisation. Lead commercial negotiations, vendor management, and procurement activities for strategic programs and partnerships. Provide financial oversight and P&L accountability for program outcomes, including cost-benefit analysis and business case development.

Executive Engagement and Strategic Influence

Serve as the primary point of accountability and strategic interface between the Project Management Office and the Executive Leadership Team, Board and key stakeholders. Champion cross-functional collaboration, stakeholder engagement, and shared accountability across departments and delivery partners. Develop and execute comprehensive stakeholder engagement and communication strategies, ensuring clear program visibility, buy-in and alignment across internal and external stakeholders to support executive level decision making.

Team Leadership & Development

Lead, develop and inspire high-performing program team across the organisation, fostering a culture of accountability, collaboration and continuous learning. Provide coaching, mentoring and performance management to direct reports ensuring career development aligned with organisational needs. Drive cross-functional team effectiveness and resource optimization across complex, multi-disciplinary program environments.
