About the role

Working in a fast-paced, agile environment in a small dynamic team, you will enable GIICA to play its part in the success of the Brisbane 2032 Olympic and Paralympic Games and make a transformational difference to the Queensland community. Working alongside the General Counsel, you will play a key role in providing solutions focused advice and strategies to GIICA, our Board, CEO and leadership team. You will combine your excellent technical legal expertise with your strong communication skills, ability to build strong relationships, think strategically and work collaboratively to identify and balance legal risk to achieve optimum outcomes for the community.

You will be able to use your practical, solutions focused front-end construction experience across all phases of infrastructure development, from early planning and the establishment of procurement strategies and frameworks, contract negotiation and management, contract close and project handover. Your ability to work with multi-disciplinary teams to identify, communicate and escalate significant risks regarding projects, and collaborate with senior managers to develop and recommend solutions to resolve issues, will also enable you to make a valuable contribution to GIICA in this once of a lifetime opportunity.

The base salary on offer is between $200,000 and $210,000 per annum commensurate with experience, plus 12.75% superannuation. This is a full-time, maximum-term role for 5 years/months (with possibility of extension).

The Games Independent Infrastructure and Coordination Authority (GIICA) is laying the foundations for the 2032 Olympic and Paralympic Games and beyond.

Hosting the world’s largest sporting celebration is a privilege that will define Queensland for the rest of the 21st century, driving economic growth, sustainability, connectivity, and healthier, more-inclusive communities.

GIICA will deliver 17 new and upgraded venues, from Brisbane’s Main Stadium to key sporting infrastructure across the state.

Your key responsibilities

Provide expert solutions focused advice to all levels of GIICA to support the delivery of infrastructure for the Brisbane 2032 Olympic and Paralympic Games project and organisational outcomes including:

Working with key stakeholders to develop procurement and contracting models and strategies to achieve GIICAs objectives in compliance with public sector and relevant legislation and policy (including procurement rules, governance frameworks and probity obligations).

Drafting, reviewing and negotiating a wide range of agreements and documents (including complex infrastructure agreements, project framework agreements, and project validation reports) with a strong emphasis on delivery models that support GIICAs objectives within the context of its operating environment as a statutory body.

Working with key internal stakeholders proactively to develop risk and governance frameworks to identify, manage and mitigate legal and commercial risks that balance strategic objectives and assist in informed decision making to ensure cohesive project delivery.

Understanding and interpretation of the Brisbane Olympic and Paralympic Games Arrangements Act 2021 and Olympic Host Contract.

Developing and sustaining strong collaborative relationships across all levels of GIICA (including senior leaders, the CEO and Board) and multiple and competing external stakeholders.

Assisting the General Counsel to identify and make recommendations to the senior leadership team on trends, risks and future opportunities in contemporary and emerging legal issues affecting GIICA.

Partner with panel legal firms to provide strategic oversight and guidance in relation to the provision of external legal services to drive value for money and ensure high-quality outcomes.

About you

Mandatory requirements

The successful applicant must hold a Queensland Practising Certificate with a minimum of 8 years post admission experience in the relevant practice areas.

Experience

Experienced senior lawyer (minimum 8 years PAE) with in-house legal experience in a complex fast paced environment or as a Senior Associate or Special Counsel level in private practice.

Experience within major complex infrastructure project delivery will be highly regarded.

Experience acting within a regulated sector, government or statutory authority will be highly regarded.

Proven experience in identifying and mitigating legal risks and complex matters, providing strategic advice and innovative, practical legal solutions ensuring compliance with obligations while balancing operational priorities.

Personal Strengths

Well-developed communication skills to build collaborative relationships and work across cross-functional teams with professional ethics, integrity, and solutions focused mindset.

Ability to work proactively and autonomously in a small high performing team with competing priorities and tight timeframes.
