Respiratory Care WA (RCWA) is seeking a part-time (0.4FTE) Financial Controller to lead financial operations of RCWA. The Financial Controller is responsible for ensuring accurate and timely financial reporting, maintaining regulatory compliance, and optimising financial processes to support strategic decision-making. Working closely with the CEO, Board, and leadership team the Financial Controller plays a critical role in supporting the organisation’s financial sustainability, performance and impact.
The role includes oversight of a bookkeeper and the organisation's accounting systems and processes.
KEY RESPONSIBILITES
Financial Management
Ensure accurate and timely maintenance of financial records in accordance with Australian Accounting Standard and Australian Charities and Not for Profits Commission (ACNC) regulations.
Oversee payroll processing, including superannuation, PAYG withholding, and leave entitlements.
Oversee the reconciliation of bank statements and credit card transactions
Oversee banking relationships, cash management and cashflow forecasting.
Reconcile other financial accounts as required.
Maintain the fixed asset register and depreciation schedules.
Manage the general ledger and ensure financial data integrity.
Ensure compliance with investment reporting requirements.
Support with company secretarial duties to ensure good governance processes.
Ongoing management of RCWA’s accounting system.
Provide oversight, support and supervision to the Bookkeeper
Budgeting and Forecasting
Prepare and manage annual budgets in collaboration with the CEO to support strategic planning and decision-making.
Monitor expenditure and budget performance, analyse variances and recommend corrective actions if necessary.
Prepare financial forecasts, and financial modelling in collaboration with the CEO to ensure the organisation remains solvent and achieves long-term financial sustainability.
Grant/Funding Management and Reporting
Prepare and maintain financial documentation for grant applications, ensuring accuracy and compliance with funding requirements.
Track, manage and report on the financial performance of grants, ensuring compliance with donor requirements and organisational policies.
Prepare and submit accurate and timely financial reports to funding bodies in accordance with contractual obligations, including interim reports and final acquittals.
Financial Reporting and Analysis
Prepare monthly financial reports for the CEO and Board, including profit and loss, balance sheet and cash flow statements.
Conduct financial forecasting and cashflow management to ensure the organisation remains solvent and achieves long-term financial sustainability.
Provide financial insights and recommendations to support decision-making at the executive and board level.
Prepare the annual statutory financial statements and coordinate their review and approval.
Compliance and Risk Management
Maintain and update financial policies, procedures, and internal controls to ensure best practice and risk mitigation.
Ensure compliance with all regulatory and statutory obligations, including:
o Australian Accounting Standards,
o ACNC requirements
o ATO reporting (BAS, IAS, PAYG, FBT, superannuation)
Assist in monitoring and maintaining RCWA’s tax-exempt status and deductible gift recipient (DGR) status.
Maintain financial records to support audit and compliance processes.
Coordinate and support the annual audit process and liaise with external auditors.
Monitor investment activities for compliance with the organisation’s investment policy.
Ensure payroll processing compliance with industrial awards and employment legislation.
Strategic and Operational Support
Support the CEO and leadership team in financial planning, risk management, and sustainability initiatives.
Identify and implement opportunities to improve financial systems, processes and reporting.
Provide guidance and training to staff on financial policies and procedures.
Respond to internal financial queries and support day to day operational finance needs.
Other Duties
Carry out such other duties as may be required from time to time.
KEY SELECTION CRITERIA
Essential
Tertiary qualification in Accounting, Finance, or a related discipline (CPA or CA qualification preferred).
Minimum 5 years of experience in financial management, preferably within the NFP or health sectors.
Strong knowledge of NFP compliance obligations, including ACNC, ATO, and grant reporting requirements.
Proficiency in accounting software (e.g., Xero, MYOB).
Proficiency in Microsoft Excel.
Strong analytical, problem-solving, and organisational skills.
Demonstrated ability to interpret and communicate financial information to non-financial stakeholders.
High attention to detail, integrity and ethical standards.
Proven ability to work independently and collaboratively within a team.
Desirable
Experience managing government and philanthropic grant funding.
Understanding of Medicare, or other health-related funding frameworks.
Experience reporting to a Board and/or Finance Committee.
