Defence C4I Project Manager.

We are seeking an experienced Defence C4I project manager to work on emerging C4I platform integration projects in the Melbourne Metro area.

The Project Manager (Integration) will be responsible for managing multiple capability uplift, integration, and rollout projects in support of the Client and external stakeholder requirements.

The Project Manager (Integration) will exercise a considerable degree of independence and perform leadership and collaborative functions across a complex, long-term integration program. They will exercise sound decision-making and judgement to contribute to deliver of capability uplift or sustainment requirements in line with stakeholder requirements. They will contribute to strategic planning, project planning, activity co-ordination and communication with internal and external stakeholders. This position will provide project management and advice to scope, plan, test and help integrate engineering designs for future capability enhancements and configuration baselines.

Specific duties and services to be provided by the Project Manager (Integration) include:

Plan, develop, coordinate and support capability enhancements throughout the project management lifecycle from user requirements/statements of work (UR/SOW) to approved designs for integration on platforms and transition.

Coordinate and support the Engineering Manager(s) and technical team in allocating and prioritising resources and workflows for non-recurring engineering and integration activities, developing strategies and evaluating product outputs addressing or considering requirements.

Manage individual schedules to ensure effective completion of all scheduled task and activities and work with the Scheduler to incorporate changes to the master schedule where required.

Represent the team and SPO, as required, and contribute to internal and external stakeholder groups on assigned projects and wider integration-related matters.

Represent the team to enable transition of finalised engineering designs to platform owners and original equipment manufacturers, including providing assistance to Engineering.

Work with the Engineering and Integrated Logistics Management (ILS) teams to ensure that all project-related documentation and requirements are delivered in line with extant standards, agreements and timeframes.

Participate in the planning and conduct of test activities and contribute to the test plan, planning conferences, risk management, lessons learned activities and progress reports.

Participate and share integration expertise to contribute to planning for future work take-on, particularly in relation to resourcing, technical aspects, schedule development and risk.

Support systems engineers with maintaining engineering authority and baseline of the systems as part of the authorised engineering processes.

Provide advice to stakeholders including the capability manager, contractors, FIC stakeholders and boards.

Experience Skills Sought:

Services are to be provided by personnel with a thorough understanding of both the military and operational environment as well as the capability integration requirements. Services are to be provided commensurate with relevant Australian and International Standards, regulations, and Defence requirements. Service providers are to employ industry best practice when undertaking the Services. All work and deliverables are to be provided in accordance with Contract.

The successful candidate must be able to demonstrate the below criteria:

Ability to provide specialist advice to requirements definition and then planning, monitoring and controlling of programs/products across the life cycle of a capability.

Ability to solve complex problems and manage issues to support the delivery of capability, including understanding of the technical, operational and logistical requirements.

Ability to work collaboratively and communicate highly effectively with internal and external stakeholders.

Ability to build appropriate and effective business relationships.

Evaluate and ensure that the capability sustainment meets requirements, and is in line with legislative, policy and regulatory frameworks

Ability to analyse, develop and implement work plans to support delivery of outcomes, understand critical success factors and recommend changes.

Essential Experience and / or Qualifications:

Relevant tertiary qualifications or relevant industry and/or domain work experience.

Current and relevant project management experience within Defence or a military environment.

Experience in the delivery of Defence projects.

Experience in logistically complex projects in the Defence environment.

Highly Desirable Experience and / or Qualifications:

Recognised project management professional qualification (e.g. Australian Institute of Project Managers (AIPM).

Knowledge commensurate with the skill level required of relevant Australian and International Standards, regulations, and Defence requirements.

Experience the Land C4 environment and delivery of integrated solutions to Land platforms.

Understanding of the content of Project Management Body of Knowledge (PMBOK) and its application in the Defence project management environment.

Experience or qualifications in Agile project management.

An engineering qualification or experience working in an engineering environment.

Understanding of ODCS and FIC.

Already have or ability to obtain a Negative Vetting 1 Security Clearance.

Experience working with Defence Prime contractors on deliverables-based contracts.
