The Opportunity

IBA is entering a transformative phase following landmark changes to its enabling legislation. For the first time, IBA can borrow and raise capital - expanding our financial remit and unlocking new pathways for investment and impact.

We are seeking a Senior Project Manager (Legislation) to lead the delivery of this nationally significant reform. This is a rare opportunity to shape the future of Indigenous economic empowerment through strategic legislative and regulatory change.

About the role

As the Senior Project Manager, you will:

• Lead the end-to-end delivery of complex legislative reform projects.
• Oversee governance, risk, compliance, and stakeholder engagement.
• Collaborate with IBA’s executive leadership, federal departments, and cross-agency partners.
• Embed change across financial, operational, and cultural domains.
• Ensure IBA is positioned to respond to future opportunities with clarity and purpose

This role sits within IBA’s Project Management Office and is critical to delivering high-impact outcomes that align with our strategic vision

What you’ll bring to the team

• Extensive experience in legislative, regulatory, or financial reform in the public sector.
• Proven ability to lead complex, high-risk projects with national visibility.
• Strong stakeholder engagement skills, including experience working with senior government officials.
• Formal qualifications in project management, law, public policy, or business.
• Certifications such as PMP, PRINCE2, or Prosci are highly regarded.
• A deep understanding of governance, compliance, and change management frameworks.
• Cultural competency and a commitment to working respectfully with Aboriginal and Torres Strait Islander peoples.
