The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

About the role

The Program Coordinator is an integral member of the WoVG Grants Centre team providing centralised program delivery for grant programs and initiatives that drive policy outcomes across the Victorian Government and for all Victorians.

The Program Coordinator works closely with Senior Managers, Program Leads and key internal and external stakeholders to coordinate and undertake timely operational activities to ensure successful delivery of grant program outcomes.

The Program Coordinator actively participates in program development and, provides specialist delivery advice and expertise that informs optimal program design and enables successful delivery of best practice grant programs.

Key Accountabilities

  • Lead and coordinate the delivery of grant programs and initiatives administered by the WoVG Grants Centre, from initiation to delivery. This includes scheduling and tracking of all tasks, activities and resources; the coordination of delivery partners to ensure successful operational delivery; and proactively improving, adapting and developing systems and processes.
  • Utilise sophisticated reporting tools and process guidance material to meet program delivery needs and understand and interrogate systems to produce data driven insights. This includes using data to proactively identify risks and operational issues and propose sustainable solutions; undertaking quality assurance checks; and using data insights to inform key decision making and future needs.
  • Establish and maintain collaborative working relationships with a wide variety of internal and external stakeholders to ensure successful delivery of grant programs.
  • Prepare or contribute to the preparation of high-quality briefs and correspondence on a range of program matters to senior management, the Executive, the Minister, and relevant organisations.

About you

To be considered for the role, you must be able to demonstrate:

  • Program/Project Management: Sound understanding of government grant program management, end to end operational grant program delivery, risk and issues management and program governance (including confidentiality probity and procedural fairness). Demonstrated experience in planning and managing programs and projects with cross-functional teams including prioritising, scheduling and coordinating delivery of multiple activities to a high standard.
  • Stakeholder and relationship management: Strong interpersonal skills including the ability to initiate and maintain effective working relationships with a wide range of internal and external stakeholders including executives, managers, policy owners and subject matter experts, and the ability to negotiate, build consensus and gain co-operation to achieve outcomes. The ability to make decisions in a consultative and professional manner in consideration of impact on staff, peers and stakeholders within and outside the immediate work area.
  • Communication skills: High level written and verbal communication skills, with proven ability to prepare quality, concise and timely briefings, reports, presentations and correspondence. Conveys ideas and information to meet the audience needs and obtain the desired response.
  • Leadership: Proven skills in people management or team leadership with the ability to work flexibly, collaboratively, lead by example, build capability and capacity and deliver positive and effective outcomes in a fast-paced matrix environment. Models high level leadership attributes.
  • Analysis and continuous improvement: Well-developed conceptual, analytical and systems thinking skills demonstrated by the ability to extract, analyse and interpret data and information across systems and processes, identify issues, risks and opportunities, propose solutions and apply this knowledge to drive standardisation and continuous improvement. Ability to analyse, manipulate and report on data to support delivery of programs.

Mandatory requirements

  • Proficiency/experience in Microsoft 365 tools - Excel, PowerPoint, Word, Outlook, and Teams, is required.
  • Advanced knowledge and previous experience contributing to the delivery of government grant programs using the Salesforce grants management system (GEMS) will be highly regarded.
  • A tertiary qualification in public policy, project / stakeholder / emergency management, or related discipline will be well regarded.
