Moyne Shire Council is seeking an experienced and qualified Manager Engineering to drive the planning, design, and delivery of critical infrastructure services. This pivotal leadership role oversees survey and design functions, development engineering referrals, fleet management, and the successful implementation of Council’s annual roads, bridges and drainage capital works program.
As a key member of the leadership team, you will:
Lead and support a team of dedicated engineering professionals
Ensure delivery of safe, sustainable and cost-effective infrastructure
Align infrastructure planning and delivery with Council’s strategic goals and community expectations
Champion continuous improvement, innovation and excellence in service delivery

To be successful in this role you will need
Qualifications
Essential
Bachelor of Civil Engineering or equivalent qualification
Eligibility for Chartered status and/or membership with Engineers Australia.
Current Victorian Driver’s Licence
Employee Working With Children’s Check
Desirable
Postgraduate qualifications in management, leadership or project management
Experience
Essential:
Extensive experience in local government or public infrastructure delivery, including civil design, development engineering and project management.
Desirable:
Experience in quality systems development, engineering compliance and safety leadership
Key selection criteria 1
Demonstrated high-level expertise in civil infrastructure design and delivery, with strong capability in applying technical standards, legislative frameworks, and asset data to plan, manage and deliver complex projects aligned with long-term community needs.
Key selection criteria 2
Proven ability to lead and develop multi-disciplinary teams, manage large-scale infrastructure projects, and drive continuous improvement through effective planning, financial oversight, and a strong focus on safety and performance
Key selection criteria 3
Highly developed communication and stakeholder engagement skills, with a demonstrated ability to influence, collaborate, and convey complex technical information clearly to diverse audiences, including Councillors, community, and professional peers.
