About the Role

As the Learning and Development Lead, you will:

Lead Council-wide learning strategy including induction, leadership, compliance, technical and development programs.

Manage and report on compliance and WHS training, as well as partnering with leaders on corporate-wide training.

Manage performance development processes and internal capability frameworks.

Oversee internal training systems, including the Learning Management System (LMS) and ensure a modern, seamless learning experience.

Evaluate training effectiveness, identify workforce gaps, and report on outcomes.

Lead and guide the Training & Development Specialist and oversee the Graduate/Cadet/Apprenticeship programs.

Manage the L&D budget and vendor relationships

What You’ll Bring

Tertiary qualifications in HR, L&D, Education, or a related field.

Deep experience designing, delivering and evaluating adult learning programs across diverse areas and teams.

Strong knowledge of performance development, coaching, and learning systems (LMS).

Strategic thinking, excellent communication and ability to influence at all levels.

Project and budget management capability.

Desirable

Cert IV TAE or instructional design certification.

Experience in WHS, Award compliance, and psychometric tools.

Prior experience in NSW local government or a similar public sector setting
