Project/Program Overview

The Bluegum Digital Health Transformation Program team is responsible for delivering the Digital Health Transformation Strategy, a 10-year program of work that aims to transform the state’s health system into a world-class, innovative and integrated system designed to empower consumers and enable healthcare professionals to deliver better patient outcomes through system-wide, digitally enabled technologies.

The Bluegum Digital Health Transformation Program, including the implementation of the Electronic Medical Record (EMR) system, is essential for efficient delivery of frontline health services into the future. The program aims to significantly enhance healthcare for all people in Tasmania by creating a more connected and accessible health system, ensuring that all Tasmanians receive the care they need, in the right place, at the right time, ultimately improving health outcomes across the state.

This position is responsible for the leadership and overall technical direction for implementation of the EMR for Tasmania Department of Health, ensuring consistent, efficient and effective use of information resources to advance patient care processes and clinical data analysis.

Experience/Skills

EXPERIENCE REQUIREMENTS

10 Years of combined healthcare and IT experience with a minimum of 5 years in implementation of standardised information technologies

Experience implementing an Epic EMR

Strong Knowledge of third-party Clinical Content products

Strong analytical and problem-solving skills, demonstrated expertise in project management, systems analysis, customer relations, consulting management.

Excellent interpersonal skills, able to deal effectively with diverse skill sets and personalities, provide strong team leadership, and work effectively as a team player.

Expert with mainstream office automation, project management, presentation, and communications tools.

Excellent oral, written and presentation skills

EDUCATION REQUIREMENTS

Graduate degree is required

Master’s in Healthcare Administration, Information Technology, or Clinical equivalent is preferred

Duties/Activities

PRIMARY DUTIES AND RESPONSIBILITIES

Working to the Portfolio Manager, the Program Director provides leadership and direction for the EMR project and related systems

Responsible for the management and development of the EMR project team members

Directs the overall planning, development, build, and implementation of EMR and related technology

Ensures alignment of the EMR with the overall Bluegum Health Transformation Strategy

Directs system integration for the EMR

Represents Bluegum Health Transformation program on organisational Committees

Conducts ongoing technology assessment of EMR and products, related to identifying and meeting patient needs, Clinical Systems programs, and potential external collaborations.

Promotes and guides EMR innovation including quality reporting, enterprise application integration and application development

Ensures training and development needs of clinical staff in relation to electronic development of programs, products and services

Provides expertise and leadership to other departments in the development of EMR, products and services responsive to current and future needs

Develops and implements consistent policies and procedures that guide and support functions of the IT department

Coordinates committees and participates in the ranking of strategic capital requests for Information systems; assesses and prioritizes all strategic capital requests

Establishes and measures all Service Management Metrics as related to departmental operations

Provides project oversight for all projects that relate to the EMR

Performs other duties as assigned.
