Contributions Planning Officer - Local Council
Location: Western Sydney
Department: City Planning
Reports to: Coordinator, Contributions Planning
Pay: $60-$70 per hour + 11.5% Super
Employment Type: 8 Month Contract
About the Role: We are seeking a skilled and motivated Contributions Planning Officer to join a Local Council in Sydney. You will be supporting the development and implementation of Council's contributions plans and planning agreements. This role is essential for ensuring that infrastructure planning keeps pace with urban growth, development trends, and community needs. You will play a key role in facilitating the effective delivery of developer-funded infrastructure that supports a sustainable and liveable city.
The successful candidate will work collaboratively with various teams to identify infrastructure needs, advise on funding sources, and ensure the successful execution of contributions planning processes.
Key Responsibilities:
- Prepare, implement, monitor, and review contributions plans and planning agreements to meet infrastructure demands.
- Identify and assess development and population trends to predict infrastructure requirements and provide strategic advice on developer contributions.
- Collaborate with the Strategic Planning team to determine infrastructure needs for urban growth and infill areas.
- Provide advice on planning agreements, contributions calculations, and works in kind agreements.
- Support the coordination and timely expenditure of developer contributions, ensuring funds are allocated effectively and in line with planning frameworks.
- Regularly engage with internal and external stakeholders, including government agencies, legal advisors, and consultants, to coordinate and improve infrastructure delivery processes.
- Identify opportunities to leverage technology to enhance the operation and monitoring of infrastructure planning frameworks.
- Conduct site visits to monitor the progress of developer-funded infrastructure.
- Assist in developing and maintaining policies related to infrastructure planning and contributions.
Essential Criteria:
- Tertiary qualifications or equivalent experience in one or more of the following disciplines: Urban Planning, Social Planning, Infrastructure Planning/Delivery, Economics, Engineering, or Property.
- Knowledge and experience in contributions planning frameworks, including development contributions plans and planning agreements (formerly VPAs).
- Demonstrated experience in managing complex projects and meeting deadlines.
- Strong understanding of Greenfield (Growth Areas) strategic planning and related infrastructure requirements.
- Excellent communication, report writing, and presentation skills, with the ability to negotiate, solve problems, and resolve conflicts.
- Ability to work both independently and collaboratively within a team.
- Current Class C Driver's Licence.
Desirable Criteria:
- Experience in finance, accounting practices, social planning, or land development.
- Familiarity with Local Government or Environmental legislation.
- Proficiency in Microsoft Office.
- Interest in supporting new initiatives and improvements in infrastructure planning processes.
