We are pleased to share an exciting fixed-term opportunity as General Manager, Counter Terrorism Coordination (CTC) within the Sentence Management Division, Corrections Victoria.

About the business unit

The Department of Justice and Community Safety (DJCS), inclusive of both Corrections Victoria (CV) and Corrections and Justice Services (CJS), are responsible for the management and operation of Victoria's adult correctional system.

Corrections Victoria oversees the Countering Violent Extremism (CVE) Service Delivery Model which provides an end-to-end framework, inclusive of intelligence services, legislative provisions, clinical interventions and policies and procedures to support the management of individuals convicted of terrorism offences and those that pose a risk of violent extremism in prisons or subject to a community-based order, including post sentence Continuing Detention Orders. Corrections Victoria's approach to countering violent extremism is based on current and emerging evidence of good practice rehabilitation and reintegration of religiously and ideologically motivated violent extremist prisoners and offenders.

Counter Terrorism Coordination (CTC), within the Sentence Management Division, is responsible for the central oversight and governance of the Countering Violent Extremism (CVE) Service Delivery Model across prisons and Community Correctional Services. CTC will ensure the integrity of the end-to-end model, identifying and implementing system improvements and providing expert advice and support to operational staff managing the violent extremist cohort.

About the role

The General Manager, CTC, is responsible for leading the strategic direction of Corrections Victoria's operational approach and management of violent extremist offenders and prisoners.

This position represents Corrections Victoria (CV) on jurisdictional and national Counter Terrorism (CT) and Countering Violent Extremism (CVE) related governance bodies and leads the negotiation for Commonwealth CT and CVE related funding arrangements and initiatives for CV in partnership with Victoria Police and DJCS.

Some of the General Managers key accountabilities include:

  • Leading the strategic direction of Corrections Victoria's operational approach and management of violent extremist offenders and prisoners.
  • Maintaining oversight, integrity and governance of the CVE Service Delivery model across Community Corrections and prisons.
  • Proactively build and maintain positive relationships with external experts, key stakeholders and facilitate a partnership approach to working across the Department, across Government and with the community, to support the collaborative management of risks associated with violent extremism.
  • Providing expert operational advice, including the identification of emerging issues, opportunities, risks and trends impacting the CVE Service Delivery model.
  • Effectively and professionally represent Corrections Victoria on a range of CVE related governance bodies and forums.
  • Leading and initiating research and projects to support the ongoing improvement of the CVE Service Delivery model and alignment with best practice.

About you

CTC are looking for a strategic leader, with strong influence and negotiation skills and a demonstrated ability to work in a high paced operational environment.

To be successful in this role, you will have:

  • Knowledge of Corrections Victoria policies, organisation, procedures and relevant legislation and regulations.
  • Knowledge and/or experience relating to Countering Violent Extremism would be an advantage; and
  • Ability to work effectively in a correctional environment, including access to sensitive information and demonstrated absence of a relevant offence history.
