Senior Human Resources Consultant

Are you a skilled and proactive HR professional ready to contribute to a program that protects Queensland’s environment, economy, and communities?

This is your opportunity to step into a high-impact role within a major Queensland Government biosecurity and emergency response initiative. You will be providing strategic HR leadership and support to one of the most ambitious and complex operational programs in the country — the nationally significant fire ant eradication effort.

This initial contract role offers the chance to establish yourself as a trusted advisor in a high-performing team, with the potential for ongoing opportunities as the program continues to expand in scale and capability.

About the Program

You will be embedded in a critical division focused on invasive species management, delivering frontline response to one of the state’s highest-priority biosecurity threats. The program operates with a large and diverse operational workforce—including field staff, scientists, planners, and logistics teams—spread across multiple locations and working in dynamic conditions.

Your role will be pivotal in ensuring this workforce is supported by responsive, compliant, and forward-thinking HR practices that help drive real-world outcomes.

Your Role: Strategic, Advisory & People-Focused

As a Senior Human Resources Consultant, you will lead and coordinate a broad spectrum of human resources functions, with a focus on:

🌟 Strategic Workforce Planning & Advisory

Provide high-level HR advice to managers and senior stakeholders across workforce planning, organisational design, and capability development.

Deliver tailored advice and solutions aligned with operational demands and public sector frameworks.

Analyse emerging workforce trends and assess future workforce requirements to support long-term planning.

🌟 Recruitment, Attraction & Inclusion

Develop and implement inclusive, culturally safe, and effective attraction and recruitment strategies tailored to both permanent and surge workforce needs.

Coach and support hiring managers through end-to-end recruitment, ensuring compliance, equity, and accessibility.

Support workforce diversification and the building of an inclusive workplace culture.

🌟 Case Management & Employee Relations

Manage sensitive and complex HR issues including performance management, disciplinary processes, and conflict resolution.

Provide expert guidance on managing complex return-to-work and rehabilitation cases in alignment with legislative and organisational policy.

Ensure compliance with public sector employment frameworks and contribute to best-practice approaches in workplace wellbeing and injury prevention.

🌟 Team Supervision & Capability Building

Lead and mentor a small HR team, setting clear goals and supporting their professional growth.

Design and deliver training, tools, and procedural documents that empower managers and staff in HR practices.

Foster a culture of continuous improvement and knowledge-sharing across the HR function.

🌟 Data, Reporting & Policy Input

Analyse workforce data and HR metrics to identify risks and opportunities.

Provide evidence-based reports, submissions, and briefing materials to support decision-making and governance.

Contribute to the development and review of HR policies, procedures, and strategic documents.

🌟 Collaboration & Stakeholder Engagement

Build strong relationships with internal leaders, external agencies, and industrial bodies.

Actively contribute to cross-functional working groups and HR initiatives that impact the broader program.

What We are Looking For

We are seeking an experienced and motivated HR professional who can operate both strategically and hands-on in a fast-paced, operational environment. Your success in this role will come from your ability to balance compliance with practicality, support managers with confidence, and respond quickly to evolving workforce needs.

Key attributes include:

Experience in public sector or complex organisational HR settings.

Strong knowledge of relevant legislation, employment frameworks, and HR best practice.

Demonstrated ability to manage sensitive employee matters and coach stakeholders through complex scenarios.

Confidence in analysing data, identifying trends, and preparing high-quality HR reports and documents.

Proven leadership, collaboration, and stakeholder engagement skills.
