Project Manager – Disaster Recovery Projects – NSW / QLD

Salary: $150K + Living Away from Home Allowance
Contract: 12 Month Fixed Term (Potential to Extend or Convert to Permanent)

Complete Staff Solutions is seeking a skilled and driven Project Manager to lead the end to end delivery of disaster recovery projects across QLD and NSW. In this high impact, client facing role, you’ll work on meaningful programs that restore and rebuild communities affected by natural disasters.

This is a full time role requiring regular travel for project based work throughout QLD and NSW. You will oversee and coordinate projects from inception to completion, ensuring delivery within scope, budget, and schedule. Daily responsibilities include managing project timelines, liaising with state and local governments, conducting inspections, and coordinating on-site activities. The role demands adaptability to diverse environments from small remote councils to major city councils while maintaining a high standard of communication and professionalism.

Reporting to the General Manager or a Program Manager, you will take full ownership of project execution, leading site teams, managing stakeholders, and ensuring delivery within scope, budget, and schedule.

This is a rare opportunity to blend technical project management expertise with hands on leadership, directly supporting Australia’s disaster resilience efforts. In this fulfilling role, you’ll play a key part in rebuilding communities and enhancing infrastructure resilience, while collaborating closely with government agencies and local partners.

Key Responsibilities

Health, Safety & Environment:

Ensure a safe and healthy work environment for all project staff and personnel, promoting a positive safety culture and compliance with company procedures and policies

Develop and implement HSEQ strategies, plans, and resources to ensure overall project performance

Ensure all site works comply with relevant HSEQ laws, regulations, and codes of practice

Secure appropriate funding to support HSEQ personnel

Lead the notification, investigation, and reporting of near misses and incidents, applying lessons learned to improve future outcomes while meeting all regulatory obligations

People Management:

Establish and manage the project’s organisational structure, including headcount and role responsibilities

Collaborate with the General Manager to seek approval, hire, and onboard project personnel

Set project level KPIs, define individual performance metrics, provide ongoing feedback, and identify opportunities for improvement and growth

Oversee performance and career development of direct reports throughout the project lifecycle

Finance and Budgeting:

Responsible for the financial performance of the project

Prepare budgets, forecast sales and expenditures, and report financial performance monthly

Identify, manage, and communicate cost variances to the client

Approve expenditures in line with the company’s Limits of Authority

Stakeholder Management:

Build and maintain strong relationships with key external stakeholders, including clients, regulatory bodies, trades, and suppliers

Ensure regular engagement and prompt issue resolution

Foster strong internal relationships with key support functions such as HSE, Risk, Finance, Legal, and HR

Planning, Performance, and Scheduling:

Establish an operational rhythm by setting routine goals and objectives work with direct reports to prioritise tasks aligned with delivery targets and KPIs

Develop and manage a detailed project schedule, incorporating key activities, milestones, and critical path items

Actively seek opportunities to improve timelines and productivity

Define and implement performance metrics to ensure on time, on budget, and within scope delivery

Implement and manage the necessary processes, procedures, and tools for effective project control and oversight

Manage project changes through documented approval processes to ensure transparency and accountability

Quality Management:

Implement the Quality Management Plan

Promote a culture of innovation, continuous improvement, and compliance to drive success

Risk Management:

Develop and maintain the project risk register

Proactively manage the project’s risk profile

Ensure all required licences, insurances, and registrations are in place to protect company personnel and assets and mitigate legal and operational risks

What You’ll Bring

Qualifications & Experience:

Trade qualification and/or tertiary degree in Construction, Project Management, or a related discipline

At least 5 years’ hands on experience managing residential and commercial construction projects

In depth knowledge of construction processes and best practices across residential and commercial sectors

Strong understanding of Health, Safety, Environment & Quality (HSEQ) standards and relevant legislation

Proven track record of managing project budgets, schedules, and stakeholder expectations effectively

Comfortable working independently or remotely in fast-moving environments

Expertise:

Experience with crisis response and disaster recovery projects is highly desirable

Excellent communication and interpersonal abilities

Skilled at engaging with government executives, community leaders, and diverse stakeholders with professionalism and ease

Project Coordination & Leadership:

Ability to conduct thorough needs assessments and coordinate with local councils throughout the project lifecycle

Lead projects from initial scoping and planning through to delivery and close-out

Collaborate with local trades to develop scopes of work and track milestones

Confident leading pre-start meetings and managing on-site subcontractor activities

Preferred Skills:

Experience in disaster response or recovery initiatives

Understanding of government funding processes

Proficiency in tools such as ArcGIS, Prime, Excel, MS Project, and Hammertech
