EOI – Commercial Manager (Defence)
(Location: Canberra | Multiple locations available)

Who Are We?
We’re a veteran-owned, above-the-line consultancy providing a range of Defence-related skills including procurement & contract management, engineering, project management and cybersecurity. We’re an employee-focused company, and our team members come before the client or the bottom line. At RCD you dictate your career and your pace—we let you steer your own development and choose the projects you work on.

Benefits in Our Team
We offer permanent or casual employment options. As a permanent employee you’ll enjoy:

A guaranteed 40-hour work week—any additional hours you choose to work are returned as time-off-in-lieu or paid at your hourly rate

Focus on your core role—no staff supervision, no compulsory tender writing and no forced “team fun”

Influence over the roles and capabilities you work on

A $10,000 annual training allowance for professional development, certifications and courses

Generous bonus leave provisions (including three extra leave days each Christmas)

A completely flat organisational structure—everyone from new entrants to 40-year veterans are equal

Career and salary progression are tied directly to your skills and achievements, not internal competition

Be available to work in-person on client sites (no remote-only roles)

Have separated from the Australian Defence Force (ADF) or Australian Public Service (APS) for at least 12 months

Have demonstrated experience in Defence commercial, procurement or contracting environments

Please note: Candidates who do not meet these criteria will not be considered.

Necessary Qualifications and Experience

Tertiary qualifications in Commerce, Business, Law or a related field

Training and familiarity with the ASDEFCON (Australian Standard for Defence Contracting) suite, Commonwealth Procurement Rules (CPRs) and Defence procurement processes.

Certifications such as the Chartered Institute of Procurement & Supply (CIPS) or a Certificate IV in Procurement and Contracting

Please note that the standard of competence for these roles is high. If you do not have previous contract management/procurement experience in Government or Defence Industry then you will not be considered.

Common Responsibilities (these vary by seniority)

Lead or support procurement activities across the full capability lifecycle—from early planning through to contract close-out

Draft and manage key documents including Statements of Work (SoWs), Requests for Tender (RFTs), Liability Risk Assessments (LRAs), contract change proposals (CCPs), tender evaluation plans, and approval submissions

Draft, review and tailor ASDEFCON-based contracting documentation (including Simple, Support, and Complex templates) to suit project-specific requirements, ensure compliance with legislative and policy frameworks, and appropriately manage risk allocation and performance obligations

Develop and implement commercial strategies that allocate risk appropriately, encourage competition, and deliver value-for-money outcomes in line with Commonwealth Procurement Rules (CPRs)

Provide targeted, practical commercial advice and risk mitigation strategies to support complex Defence procurements and sustainment activities

Engage with stakeholders to shape innovative commercial solutions, ensuring alignment with project goals, procurement policy, and probity obligations

Support tender evaluations including drafting evaluation plans, contributing to evaluation reports, and assisting with negotiation documentation and recommendations to delegate

Monitor contract performance and supplier obligations, identifying emerging risks and recommending commercially sound mitigation actions

Contribute to project execution strategies, sustainment models, and long-term planning for enduring commercial arrangements

Work collaboratively with a range of internal and external stakeholders—including CASG project teams, Commercial Division (e.g. MPB), Defence industry partners, and other government agencies—to ensure alignment, address feedback, and support delivery outcomes

Maintain accurate and comprehensive records, including minutes, reports, and correspondence, throughout the procurement and contract lifecycle
