The Role

The acquisition of conventionally-armed, nuclear-powered submarines is an historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting edge nuclear-powered submarine program will transform Australia’s economic and national security landscape for decades to come.

The duties of an APS 6 Capability Analyst – Portfolio Controls and Analysis in the Australian Submarine Agency’s (ASA) Portfolio Management and Planning Branch (PMPB) may but are not limited to include the following:

  • Develop and coordinate capability program and performance analysis.
  • Prepare the development of timely and quality advice and issue papers for capability committees.
  • Build and sustain collaborative relationships with internal and external stakeholders (such as broader Defence) and negotiate effectively to deliver business outcomes.
  • Tailor communication style and message according to the audience and act as a representative of the team.
  • Evaluate, independently analyse and provide advice on Government submissions and capability proposals, including assessments of the strategic context, capability options, resource implications, risks and acquisition strategies.
  • Coordinate the maintenance of risk management documentation including risk management plans, risk registers and the risk database.
  • Administer and contribute to risk management training and workshops.
  • Review risk management practices and documents to confirm compliance with ASA policy and procedures.
  • Recommend approaches for risk identification, analysis, treatment and control, using expertise to improve risk management practices and to identify common and strategic risks and issues.
  • Design and recommend solutions to issues affecting the achievement of desired outcomes.
  • Accountable for accurate completion of work within timeframes, sharing own expertise with others and guiding and mentoring team members to achieve continuous improvement in the work area.

The duties of an APS 6 Capability Analyst – Portfolio Definition and Investment Planning of the PMPB may but are not limited to include the following:

  • Prepare the development of timely and high quality issues papers for capability committees.
  • Lead and prepare the development of timely and high quality ministerial and cabinet submissions relating to capability development within Defence
  • Designing and coordinating a rolling wave planning strategy and developing the annual ASA NPS Program Delivery Plan.
  • Has experience in capability development processes including government approvals to progress capability development initiatives within Defence.
  • Build and sustain collaborative relationships with internal and external stakeholders and negotiate effectively to deliver business outcomes.
  • Evaluate, independently analyse, and provide advice on Government submissions and capability proposals, from a capability investment and cost perspective.
  • Design and recommend solutions to issues affecting the achievement of desired outcomes.
  • Accountable for accurate completion of work within timeframes, sharing own expertise with others and guiding and mentoring team members to achieve continuous improvement in the work area.

This role is eligible for an additional remuneration benefit known in ASA as a Building Capability Payment (BCP). This enables ASA to provide a premium, in addition to the base salary otherwise payable under the ASA Enterprise Agreement, for positions in occupational disciplines/classifications that are critical to ASA capability.
