In collaboration with the Queensland State Government, Emanate Technology is looking for a Senior Business Analyst with excellent communication and stakeholder engagement skills who can act as the crucial bridge between frontline business users and technical delivery teams.

You’ll be working on a fast-paced, Agile delivery alongside developers and vendors to ensure the project runs smoothly from initiation to delivery. This role suits a BA with strong foundational skills, the ability to run workshops, facilitate presentations, and thrive as a self-driven team contributor.

What you’ll be doing

• Leading the end-to-end business analysis process for a major system replacement
• Running workshops and engaging with both technical teams and frontline users to gather requirements
• Translating business needs into clear, actionable user stories and acceptance criteria
• Supporting developers by clarifying requirements and ensuring technical solutions meet business objectives
• Managing requirements and backlogs using Azure DevOps
• Preparing artefacts such as functional specifications, impact assessments, test scenarios, and user documentation
• Supporting Power BI reporting requirements and contributing to data-driven decisions

What you need to bring

• Experience working on major system implementations, upgrades, or modernisations
• Proven experience as a Business Analyst on large-scale ICT projects, ideally in government
• Strong soft skills – confident communicator, presenter, and facilitator
• Ability to work independently as well as collaboratively within a BA team
• Experience running workshops and building trusted relationships with stakeholders
• Demonstrated success acting as a bridge between non-technical users and technical delivery teams
• Experience working on the full-lifecycle of projects, preferably involving vendors
• Strong background in writing user stories and Agile delivery
• Proficiency in Azure DevOps, JIRA, or similar tools
• Experience working with Power BI
• Knowledge of Agile and PRINCE2 project delivery methodologies

• Understanding case management or operational systems
• Insight into digital transformation in a government setting
• Experience working with Power BI
• Familiarity with Process mapping
