About the opportunity

Reporting to the Team Leader Building and Compliance, the Development Compliance Officer is responsible for the day to day management of violations of the Planning, Development and Infrastructure Act 2016 and Local Nuisance and Litter Control Act 2016. The position needs to undertake timely investigations and liaise with their Team Leader on a regular basis.

The position is also responsible for the assessment and approval of changes to the Council owner verge area. Commonly this may include application for new driveway, service installation, landscaping and the like on the verge. On the job training will be provided if an applicant is unfamiliar with the requirements.

Key responsibilities are:

Identify and manage compliance issues within the City of Tea Tree Gully in accordance with department procedures and using Council’s Customer Request Management system.

Investigate and address matters relating to building and planning compliance, local nuisance and litter control compliance matters.

Make decisions on compliance and enforcement issues as they relate to the Planning, Development and Infrastructure Act and relevant Regulations, Local Nuisance & Litter Control Act and Regulations and Local Government Act and Regulations.

Provide accurate and timely compliance related advice to Council, developers, applicants and the community in relation to the interpretation and implementation of the Development Act and Regulations, Local Nuisance & Litter Control Act and any other associated legislation.

Issue 221 permits under the Local Government Act 1999 for works on a Council Road Reserve.

Development Compliance Officer - Position Description

About you

The successful candidate will have:

Current Class C South Australian Driver’s Licence.

Tertiary qualifications in urban and regional planning, building surveying (or similar) or demonstrated equivalent experience.

Ability to demonstrate preparing professional reports, emails and letters for external stakeholders with differing levels of subject matter understanding.

Ability to demonstrate preparing and delivering public presentations.

High level of interpersonal skills in dealing with people, including negotiation and conflict resolution skills and the ability to achieve positive outcomes through a practical and innovative approach.

Initiative and professional judgement in a political environment, where some practices are not clearly defined.

Research and problem-solving skills, involving the identification and analysis of information/evidence and the application of flexible and lateral approaches to solutions.

Excellent time management skills with the ability to set priorities and monitor individual workload to meet competing deadlines.

Innovative thinking and a practical approach to problem solving and negotiation.

Ability to demonstrate using initiative and working with minimum supervision.

Well established communication skills.

Project and contractor management acumen.

Personal integrity and ethics aligned to our Corporate Values.

Competent IT skills that enable the use of corporate systems in the day to day work activities.

Be willing to undergo a pre-employment medical and police check.

Salary range is between $97,151 and $101,112 per annum + superannuation guarantee and will be negotiated commensurate with skills, experience and qualifications.
