Senior Project Manager – EL1

About the Role:
The successful candidate will be responsible for managing the transition of Australia’s assistance, requiring experience in preparing monthly progress reports, developing implementation plans, transitioning agreements to new systems, creating monitoring and evaluation plans, formulating change management strategies, mapping stakeholders, designing communications strategies, and drafting grant guidelines.

Responsibilities:
Program management

  • Identify the impacts for development policy and program management with a focus on procurement and contracting implications.
  • Develop a whole-of-program implementation plan and roadmap for transition.
  • Coordinate workstreams to support transition of the program.
  • Monitor workstreams and provide progress updates to senior officials on program management transitions, recommending paths forward.

Stakeholder management

  • Work cooperatively with various divisions and offices.
  • Produce stakeholder analysis of impacted external partners including managing contractors, delivery partners, and project beneficiaries.
  • Develop a change management strategy to outline the needs of each stakeholder group through the transition processes and how change will be managed for each group.
  • Develop a communications strategy to determine communication needs and impacts across various external audiences.

Agreement transition

  • Conduct a comprehensive review of all existing agreements with funding scheduled post January 2026 and initiate and coordinate actions to renew agreements.
  • Contribute to drafting of minutes and agreements that require amendment.
  • Ensure alignment of agreements with the Commonwealth Grants, Rules and Principles and Commonwealth Procurement Rules.


Grant guidelines development

  • Scope and develop grant guidelines for the program and create options for omnibus guidelines for investment levels.
  • Sequence grant guidelines to ensure streamlined development and approval processes.
  • Work with relevant teams to finalise and secure approval of grant guidelines.

The successful candidate will need experience in:

  • Preparing monthly progress reports across workstreams
  • Developing implementation plans and roadmaps for program transitions
  • Transitioning agreements from Aidworks to new systems (such as SAP, SAP GUI, and Power BI)
  • Creating Monitoring and Evaluation Learning plans for tracking progress
  • Formulating change management strategies
  • Mapping stakeholders
  • Designing communications strategies
  • Drafting grant guidelines, as required


What is on Offer for the Role:
Work Type: 12-month contract + 6-month extension option
Location: Canberra
Hourly Rate: $90.00 - $120.00
Security Requirements: NV1 Security Clearance
