The Victorian Tertiary Admissions Centre (VTAC) is an independent shared admissions service facilitating access to tertiary education and further study opportunities and pathways for learners in Victoria and beyond. As the People and Culture Lead, you’ll use your expertise to shape workplace culture, lead organisational change, and drive meaningful outcomes across the employee experience -supported by a capable People and Culture Coordinator.
About the role
The People and Culture Lead is a key strategic advisor and hands-on leader, responsible for delivering practical HR solutions that support VTAC’s people and culture objectives. Working closely with leaders across the organisation, this role drives initiatives in workforce planning, recruitment, performance, culture, and compliance. The position also leads critical HR projects, ensures alignment with organisational strategy, and partners with the CEO and Executive Team to shape a positive and effective workplace.
Key responsibilities:
Oversee and improve HR services and programs to align with VTAC’s strategic goals, values, and compliance standards.
Manage the People and Culture Coordinator, external HR providers, and ensure adherence to policies, legislation, and enterprise agreements.
Implement and communicate the VTAC Enterprise Agreement, including staff training and engagement.
Lead HR systems, process improvements, and OHS initiatives.
Provide strategic HR advice to the CEO and Executive team on organisational design, workforce planning, and employee relations.
Foster a positive, inclusive, high-performance culture, focusing on engagement, development, diversity, and succession planning.
Manage industrial relations issues and collaborate with legal advisors on complex employee matters.
Lead major HR projects related to policy, systems, and organisational transformation.
Support leaders during change processes with effective communication, planning, and employee engagement.
Track and report HR metrics to inform planning and ensure compliance.
Build strong internal and external partnerships to deliver coordinated HR services.
Model VTAC’s values of accountability, inclusiveness, empowerment, equality, and sustainability.
Ensure compliance with relevant legislation and VTAC policies, including EEO, OHS, privacy, and ethical conduct.
About you
To be successful in this role, you will be a strategic and hands-on HR leader with a deep understanding of people and culture practices, capable of driving organisational effectiveness and fostering a high-performance, inclusive workplace. You’ll bring a strong track record of partnering with senior leaders, managing complex HR initiatives, and navigating change with confidence and integrity. Your ability to lead with empathy, communicate with influence, and deliver practical, compliant solutions will be key to your success in shaping a positive employee experience and supporting VTAC’s strategic goals.
You hold postgraduate qualifications in Human Resources Management or bring extensive management experience and HR expertise.
You have deep experience across all core HR functions.
You’re a trusted advisor to senior leaders, able to align HR strategies with organisational goals.
You’re skilled in leading HR and change management projects.
You possess exceptional interpersonal and communication skills.
You bring strong analytical and problem-solving skills.
You are a capable and collaborative leader who fosters capability through coaching and mentoring.
You are well-organised, tech-savvy with HR systems, and have a deep understanding of the payroll process.
You demonstrate sound judgement, emotional intelligence, and integrity in handling sensitive matters.
You actively promote diversity, equity, and inclusion and bring cultural awareness to your work.
You’re flexible with work demands, open to occasional travel, and able to meet peak period requirements.
A current and satisfactory Working with Children Check is required.
